Description
Contractor to furnish all labor, equipment, supplies and materials to cut competing trees and brush in order to provide more growing space for selected number of well spaced trees. The larger hardwoods such as Oaks and Madrones will be left for diversity and to produce acorns and berries for the wildlife. The project is located approximately 14 miles east from Fortuna, CA on the Felt Springs and Elkhead Springs Road in the Headwaters Forest Reserve. A total of 102 acres is to be treated under this contract. The contractor shall select a maximum of 250 stems of conifers and hardwoods per acre conforming to a minimum approximate 13 x 13 foot spacing and cut all competing trees and brush. No redwoods are to be cut. Some areas may have insufficient conifer to make the stem count and additional hardwoods may be left. Selected leave trees will be pruned of all lower branches to seven (7) feet. Contract area may be accessed via a two-wheel drive road to the project site. During inclement weather a four-wheel drive vehicle is required. Project area will be marked with blue flagging on the outside boundaries. Contractor shall maintain an adequate work force at all times and provide the tools necessary to insure timely completion of the contract. The work on this project shall be performed in a systematic fashion. At the pre-work conference, the Contractor shall furnish the Government a work schedule, in writing, which addresses the planned work force. The schedule shall indicate the contractor's anticipated daily progress up to and including the day of completion. The work schedule must be approved by the Government prior to the contractor starting work. Contractor shall designate one English speaking supervisor for each crew. Contractor is responsible for the crew(s) knowing the requirements of the contract. The Government Project Inspector (PI) shall not act as a supervisor to the crews. The Inspector's job is to ensure compliance to the contract. All surplus trees and brush species over two feet tall will be completely severed from the stump no higher than 12 inches from the ground. No green limbs will be left attached to the stump. The resulting slash will be lopped and scattered so that it does not extend higher than 30 inches from the ground. All cut material will remain inside of the unit boundaries. Cut trees and brush shall not be left lodged in leave trees. All roads, trails and fire trails shall be kept clean of slash concurrently with release operation. In areas where non-stock or insufficient conifers exist, additional hardwoods will be selected to satisfy the spacing requirement. All State fire laws shall be followed. During the fire season, as determined by the Contracting Officer or her representative, the following special precautions will be required: Power Saws - Each power saw shall be provided with a spark arrestor and muffler in good condition, 1 chemical-pressurized fire extinguisher of not less than 8 oz. capacity by weight; and 1 size "O" or larger long-handled, round-pointed shovel. All items shall be maintained in good working order. Fueling of power saws shall be done in an area cleared of flammable material. This solicitation is 100 percent set aside for small business concerns. SOLICATIONS WILL BE AVAILABLE ON OR AROUND August 19, 2004, and will close September 17, 2004, 12 a.m. EST. This project is estimated not to exceed $100,000.00. Estimated start date is September 27, 2004, estimated end date is November 30, 2004.
