Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Quotes are due to the 55th Contracting Squadron no later than close of business on 13 Aug 2004. Quotes shall be submitted via e-mail in a Word, Excel, or PDF format to: wynona.rath@offutt.af.mil . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21. The North American Industry Classification System (NAICS) code and small business size standard are 813110 and $6,000,000 respectively. The government intends to issue a purchase order for the items set forth below, subject to the availability of funds. 1. QUALIFICATIONS: a. The Catholic Pastoral Assistant is to be, by definition, a practicing Catholic in good standing with a deep personal commitment to the Catholic Faith, excellent interpersonal skills, and the ability to work effectively with a collaborative staff. b. The Catholic Pastoral Assistant must be accustomed to being actively involved in a Catholic parish setting and a caring, faith-filled compassionate person. The Catholic Pastoral Assitant must have effective listening, questioning, evaluative, and directing skills, basic budgeting skills, audio-visual skills, and the ability to train, supervise, plan and organize meetings, effectively communicate both verbally and in writing, and perform recordkeeping duties. c. Knowledge of basic office automation functions and the ability to perform these duties on a personal computer. d. Must become an active member of our Catholic parish community at Offutt AFB. e. Successful performance record in recruitment and motivation of volunteer parish ministers and/or other similar attempts. f. Record of effective communication and work with staff members and the public g. Satisfactory past performance record in prior ?coordinator? type contracts. h. Ability to create, coordinate, and execute effective publicity and advertising programs, projects, activities, and events. 2. STATEMENT OF WORK: a. Serves under the Senior Catholic Chaplain (or Wing Chaplain in the event the Catholic Chaplain is deployed). Responsible for coordinating in consultation with the Senior Catholic Chaplain and, when needed, administering the Catholic Pastoral Program at Offutt Air Force Base. b. Developing and coordinating the various processes for servicing needs within the Catholic Community Chapel Program including, but not limited to, conducting needs assessment and satisfaction surveys at least once a year, compiling and filing survey results, coordinating infant baptism preparation for parents (and if needed, give seminars until someone from the parish can be found who would be willing to teach these classes), provide and/or coordinate marriage preparation process by directing couples to Senior Catholic Chaplain or his designated facilitator for this program, maintain liaison with the Archdiocese of Omaha Family Life Office and Youth Office to resource their services, be aware of pertinent base and community resources which would benefit our parish pastoral needs, and oversee the activities of the total parish community. c. Plans and coordinates all Catholic program information for parish and base publications AS DETERMINED BY THE SENIOR CATHOLIC CHAPLAIN and for integration with the entire Base Chapel Program. This includes typing and preparing the weekly Catholic Sunday bulletins and other special/seasonal bulletins as needed throughout the year. d. Coordinates with parish organizations for all Catholic program scheduling requirements to include but not limited to preparing and distributing annual monthly parish calendars, compiling and distributing every two months the liturgical ministry schedules with consultation of each ministry head, preparing and monitoring all facility requests for the year concerning Catholic programs, staying informed and aware of any possible conflicts with other Chapel activities, and providing planning material and resources for the annual parish pastoral planning session. e. Coordinates the Catholic marriage preparation program for couples and baptism preparation seminars for parents as established by the Senior Catholic Chaplain. At times the Catholic Pastoral Assistant will be called to teach the baptism seminars. f. Coordinates with Fund Custodian and Fund Bookkeeper in preparation of annual monthly budget needs and fund requests for the Catholic program to include compiling, tracking, and publishing Mass attendance and offering figures. Weekly figures of Mass attendance and offering are to be included, space permitting, in the weekly Sunday Bulletin. g. Promotes via publications and resources seasonal activities (Advent/Christmas, Lent/Easter, Holy Days), education/formation opportunities, liturgy/prayer, and publications in accordance with Catholic Church teaching and military guidelines. h. Coordinates the Sacramental Records registration process within the Catholic Chapel program and with the Archdiocese for the Military Services, USA. This includes preparing copies for the parishioners? file, our ?in house? file and the original for the AMS file. Each quarter there is also the Chaplain Quarterly Sacramental Record for the AMS, which is included in the above mentioned process. i. Maintains a current database of parish members and their families through parish registration, religious education registration, annual parish census update, ?Welcome Weekend,? and other outreach events. Actively assist in the recruitment/channeling of volunteers for parish organizations and groups. j. Prepares and maintains a continuity file on parish activities to include all planning material and all ?After Action Reports? of special parish events and compiles an annual historical report. k. Facilitates and coordinates communication between and among ALL Chapel programs as well as the various programs touching on family life ministry available in the civilian sector. Gives assistance to the Religious Education Coordinator at various times with special R.E. seasonal programs throughout the year when needed. l. Plans, coordinates, and actively participates in the many social/spiritual/community enhancing activities to include but not limited to the following: a) annual parish picnic; b) Halloween/All Saints celebration end of October; c) Turkey Bingo and Advent Wreath making/Christmas preparation social in November/Christmas ?carols and cookies? event in conjunction with the R.E. Coordinator; d) Winter Social in late January if parish desires one; e) St. Valentine/Sweetheart Banquet and Marriage Renewal Mass in February; f) St. Joseph/St. Patrick celebration in March; g) Lenten Soup Suppers with Stations of the Cross/Lenten devotions; h) Easter Egg Hunt in coordination with the Children?s Religious Education Program; i) May crowning of the Image of Mary in the 1st or 2nd week of May. m. Regularly attends the Parish Pastoral Council meetings and the weekly Chapel staff meetings to report on Catholic Parish ministry and activities. Also attends all scheduled liturgy meetings on a regular basis to assist in coordination of dates, times and places of all parish liturgies (especially seasonal liturgical events, i.e. Advent, Christmas, Lent, Easter, etc.) n. As a member of the Offutt AFB Catholic Parish, must attend liturgies and periodically participate in liturgical events. o. Safeguards all government/Chapel equipment and supplies provided to fulfill this position. p. Is available and present at the Catholic Pastoral Assistant office at Capehart Chapel or at the SAC Memorial Chapel from 0900 hrs to 1500 hrs Monday through Thursday (and as needed per direction of the Senior Catholic Chaplain.) During these hours Contractor is entitled to one hour for lunch. Contractor will notify the Senior Catholic Chaplain of any absences and, if absent, will arrange to accomplish the tasks of this Statement of Work at other times or provide a substitute of equal or higher proficiency who must be approved in advance by the Senior Catholic Chaplain. Past experience demonstrates that at least 20 hours per week is required to fulfill this contract. q. Prepares annual and monthly budget reports for the Parish Pastoral Council as well as facility requests for program materials and activities. Provides monthly participation reports of Catholic Parish programs to the necessary Chapel personnel. r. Working in coordination with the Senior Catholic Chaplain, Deacon, and Catholic Parish Council President, develops and submits an annual Catholic Ministry Plan to include the following: annual needs assessments, vision and mission statements, core processes, scheduled and budgeted programs, projects, activities and events. s. Serves as Catholic Account Manager. CONTRACTOR RESPONSIBILITIES: a. The Contractor will provide any contractor specific supplies and equipment to include: (1) Personal transportation (2) Contractor preferred or specific office equipment or supplies b. The Contractor will provide the personal skills, training, competency, attitude and spiritual strength that will be needed to meet all requirements contained in this statement of work (SOW). c. Contractor will work a minimum of 25 hours per week not to exceed 40 hours per week to meet statement of work obligation.
