Description
The purpose of this solicitation is to establish a committed source of supply of medical-grade liquid bulk oxygen for the John D. Dingell VA Medical Center. The contractor shall provide, install, and maintain cryogenic bulk oxygen tank with appropriate cryogenic back-up system. The contractor will propose the appropriate sized main and reserve system. Based on historical use and delivery schedule, the COTR and contractor will agree upon the correct size system. Liquid converter (vaporizer), economizer, alarm sensors, regulator, valves, level indicators, and any other devices or connections required for proper tie-ins with the facility?s gas system shall be furnished by the contractor, without cost to the Government. The liquid converter shall deliver gas at a pressure and rate of flow adequate to supply the system. Each liquid oxygen storage container shall have an outlet that allows access for testing the purity of the oxygen. Bulk liquid oxygen system will be installed and maintained in accordance with NFPA 50 and any other applicable codes or standards. The contractor will provide an electronic level measuring system that continuously monitors the liquid oxygen level in the main tank and frequently (at least 3x/day) reports this information to the contractor?s distribution facility for use by a delivery forecasting program. This device is to be wireless, and not require telephone wiring, electrical wiring, or batteries for operation. Contractor will have a quality assurance system in place that monitors information provided by the wireless system to recognize erroneous or missing data. All equipment and materials required to perform on the contract (other than what is specifically listed as Government-Furnished Property) shall be provided by the contractor. Contractor owned equipment shall be installed, inspected and maintained by the contractor without additional cost to the Government. (i.e. All installation, inspection and maintenance costs shall be included in the contract?s monthly equipment rental fee for the applicable facility.) Contractor owned equipment shall be maintained in good operating condition in accordance with applicable regulations. Appearance of equipment will also be appropriately maintained, and tanks will be properly painted, free of rust and corrosion, etc. The contractor shall perform periodic preventative maintenance on the contractor-owned equipment. This maintenance will be performed as a minimum at six-month intervals or more often. Maintenance shall include all necessary inspections, adjustments, repairs and other services necessary to assure the system is in proper condition. During these periodic services, the contractor will verify proper alarm operation with VA staff. Copies of inspection reports and maintenance records will be provided to the COTR. Contractor will have a 24 hour/7day emergency maintenance and repair capability. Qualified maintenance personnel will respond on-site within 2 hours of notification.
