Description
THIS AMENDMENT TO RFP042377 IS TO EXTEND THE RESPONSE DATE TO AUGUST 10, 2004, AT 2:00 PM EDT. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. Request for Proposal (RFP) Number 042377 is assigned and shall be referenced on any quotations. This requirement is being conducted as a Total Small Business Set-Aside under the procedures of Federal Acquisition Regulations (FAR) Parts 12 and 13 (test program). All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The National American Industrial Classification System Code (NAICS) is 611699 and the business size standard is $6 Million. The solicitation will be distributed solely through the Federal Business Opportunities web site http://www.fedbizopps.gov/. All future information about this acquisition including solicitation amendments will be distributed through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Federal Bureau of Investigation (FBI) requires the services of a contractor with expertise in the area of character awareness and development for the purpose of performing training and consultation in support of the Training and Development Divisions programs. The training requirements are as follows: the contractor shall provide informal character awareness and development training primarily for supervisors and managers of the FBI. The contractor shall furnish copies of training materials for up to 156 supervisors and managers during the training sessions. The contractor shall facilitate one all employee meeting to introduce the character awareness and development program. The contractor shall supply and distribute support materials for up to 1,000 employees, for twelve (12) months. The contractor shall attend every all employee monthly meetings for one year, and provide a written evaluation to measure the effectiveness of the character awareness and development program. The evaluations are due five (5) working days after the meeting. The contractor shall provide guidelines to improve the monthly meetings and character awareness and development. The contractor shall analyze current policy manuals to determine how to integrate character awareness and development into the hiring, retention, and promotion of employees. The contractor shall provide character-tracking software and provide training for up to ten (10) people. The software shall have the ability to produce certificates to be presented to employees that demonstrate good character. The place of performance is Quantico, Virginia and Washington DC. The Government intends to award a Firm Fixed Price Contract. The resultant contractor shall execute form SF-86, Questionnaire for Sensitive Positions, and two copies of SF-258, Fingerprint cards, for personnel assigned to the contract. All personnel assigned to the contract shall be required to execute a non-disclosure agreement. The period of performance is for twelve (12) months after contract award date. Contract shall commence within thirty (30) days after award. All non-FBI personnel and contractors, both independent contractors, employees of corporations, and other business entities that Contract with the FBI, who perform functions requiring access to FBI information, FBI information systems, and FBI space, will be subject to a Personnel Security Polygraph (PSP) examination. The Assistant Director, Security Division, who functions as the Security Program Manager (SPM), is authorized to compel FBI and non-FBI personnel with access to FBI information or facilities to submit to a polygraph examination. The SMP will use the thirteen Adjudicative Guidelines associated with Executive Order 12968 to determine whether a polygraph examination is warranted. The appropriate clearance must be maintained during the life of the contract and may require successful completion of periodic and random polygraph examinations. The following requirement applies to the awarded contract: Release of Information ? Publications by Contractor Personnel: The FBI specifically requires that Contractor?s shall not divulge, publish, or disclose information or produce materials acquired as or derived from the performance of their duties. For purposes of this Clause, ?Information? shall include, but not be limited to: in any media or all media including on the web or websites; publications; studies; books; theses; photographs; films or public announcements; press releases describing any part of the subject matter of this contract or any phase of any program hereunder, except to such extent such as: (i) already known to the Contractor prior to the commencement of this contract; (ii) required by law, regulation, subpoena, or government or judicial order to be disclosed, including the Freedom of Information Act. No release of information shall be made without the prior written consent of the Office of Public Affairs and the Contracting Officer. The contractor and author are warned that disclosure is not without potential consequences. The FBI will make every effort to review proposed publications in a timely manner to accommodate theses and other publications. Where appropriate, in accordance with established academic publishing practices, the FBI reserves the right to author/co-author any publication derived from this contract. Addendum to 52.212-1 Modify (b) Submission of Offers is to read as follows: Submit signed and dated offer(s) to the attention of Mrs. Margaret D. Building 15, Quantico, VA 22135; modify (b) (10): The contractor shall provide the FBI with five point of contacts for previous contracts, either Government or Commercial, for the purpose of evaluating Past Performance. Addendum to 52.212-2 Evaluations ? Commercial Items: The following factors shall be used to evaluate offers: technical capabilities to meet the Government?s requirement, past performance and price. Technical ability and past performance, when combined, are significantly more important than price. Evaluation: Best Value to the Government. Past Performance will be based on telephonic evaluations received from pervious contracts provided in the quote.
