Description
The Agency for Healthcare Research and Quality (formerly the Agency for Health Care Policy and Research) intends to negotiate on a sole source basis with Titan Systems Corporation, 11955 Freedom Drive, Suite 12000, Reston, VA 20190-5673. The Contractor will assist the Agency in the continued development, training and maintenance of the AHRQ Continuity of Operations (COOP) Program for the John M. Eisenberg Building, 540 Gaither Road in Rockville, MD. This is in accordance with Executive Order, 12656 Assignment of Emergency Preparedness Responsibilities (November 18, 1988) and DHS/FEMA Federal Preparedness Circular 65, (FPC) 65, Federal Executive Branch Continuity of Operations (July 26, 1999) that state all Federal Agencies shall have in place a viable COOP capability which ensures the performance of their essential functions during any emergency or situation that may disrupt normal operations. The estimated period of performance is for 1 year with four 1 year option periods. It is anticipated that the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Titan is a nationally-recognized leader in continuity planning, emergency management and crisis and preparedness planning. Titan is the contractor for the HHS Headquarters COOP Program at the Hubert H. Humphrey Building, Washington, DC. It's staff of full-time emergency managers, business continuity analyst, training and exercise analysts, and related disciplines, have assisted numerous Federal, State and local agencies in the development, testing and maintenance of their COOP and emergency preparedness programs. This experience includes COOP development support not only to the DHHS Headquarters building but also to numerous agencies within DHHS. The contractor is currently developing the maintaining the AHRQ COOP Plan. Based upon the previous year and current efforts, the contractor will assist the Agency in implementing a COOP training and maintenance program for the plan that they developed in FY 2004. With the knowledge gained during the work in FY 2004, the contractor will be able to quickly develop this program and work with staff on the implementation. Interested parties should fax a written request to the Contracting Officer at 301-427-1740 no later than 5:00pm on August 23, 2004. All responses will be considered by AHRQ. Telephone requests will not be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
