- Description
- The National Oceanic and Atmospheric Administration?s Coastal Services Center (Center) has a requirement for development of a project that demonstrates the value of including climate information in managing coastal resources within the southeastern United States (Virginia to the Atlantic coast of Florida). This project builds upon a workshop where representatives of the coastal management community illustrated their needs for climate and weather information within eight general areas of coastal management. The workshop report is available at ftp.csc.noaa.gov/temp/climate. NOAA will evaluate this pilot application and use the results of that evaluation to direct development of data and additional applications that support coastal managers faced with decisions that have a climate component. NOAA will also use the results to determine the training that users of the data and product will require to incorporate the product into the user?s decision-making process. The contractor shall deliver a climatology product suitable for operational production and use by the target audience identified within the Contractor?s proposal. A report shall be included with the product that shall convey the data and analytical tools needed to operate the product; identify sources and likely costs for those data and analytical tools and assess their quality and suitability with respect to the intended uses; discuss the accessibility of the data and analytical tools to the target users; identify any data and information gaps that limit uses of the demonstration product. The report shall also include a section that provides recommendations on how NOAA should proceed with developing data, tools, and knowledge to product climatology products useful to coastal manager. The period of performance will be from date of award through 12 months thereafter. This is a simplified acquisition and the applicable NAICS Code is 541690, size standard of $6,000,000.00. The solicitation, EA133C-04-RQ-0232, will be issued on or about August 11, 2004, with a closing of August 26, 2004. Potential contractors must be registered in the Central Contractor Registry (CCR) to be eligible for award. The CCR Internet web site is: http://www.ccr.dlis.dla.mil. Upon issuance, the solicitation will be available on the Internet at the Federal Business Opportunities web site, http://www.eps.gov. All responsible sources may submit a written proposal, which shall be considered. Please note that paper solicitations will not be issued, and all documents related to this acquisition will be posted on the FedBizOps site.
