Description
The Department of Commerce/NOAA/National Marine Fisheries Service under the Authority of 41 USC 253(c)(1), intends to negotiate on a non-competitive basis with the International Marinelife Alliance (IMA) a pilot program to establish a regional network of cyanide detection laboratories, with the Philippines serving as a base of operations and additional facilities in other countries where governments have requested assistance (initially, Vietnam and Malaysia). The technical staff will work with fisheries agencies responsible for establishing and running the facilities. The contractor will provide the necessary equipment, training of personnel in analytical techniques, and training of fisheries officers in monitoring, inspection and sampling techniques. The effort is for a minimum of six months in each country to: 1) set up facilities and stock laboratories with equipment and chemicals; 2) provide training and oversight for government chemists; 3) develop of protocols for recording and processing results; and 4) work with government agencies to develop recommendations to strengthen existing laws and leadership with regards to cyanide use. No competitive solicitation documents are available. All offerors capable of satisfying this requirement are invited to submit proposal information as to their capabilities by the required due date, August 22, 2004, to the Contracting Office. Submissions will be reviewed by government personnel. If the decision is made to negotiate with solely the named firm, no further announcement will be made prior to award. See Note 22.
