Description
The Plumas National Forest is seeking Sources for a Socioeconomic Monitoring-Indicator Information Collection and Analysis Project. Please express your interest in this solicitation by contacting the Contracting Officer by email at cocarter@fs.fed.us. Details of Project: It is the scope of this contract to secure services for compiling community-level Socioeconomic Indicators for areas contained in the HFQLG project area. The contractor shall provide all labor, supplies, and equipment other than that Government furnished, to complete the requirements of this project. This contract is for fiscal years 2005-2009, and contains one additional fiscal year?s reporting requirements as options to be exercised, if necessary. Where available and feasible, collect, compile, and analyze new socioeconomic indicator information for monitoring changes in ?economic well-being? in the core areas of Lassen, Plumas, and Sierra Counties and the peripheral areas identified as Butte, Nevada, Shasta, Tehama, and Yuba counties. Data collection and analysis will be done at the community level (zip code) where possible including but not limited to the communities of Susanville, Burney, Westwood, Chester, Quincy, Greenville, Portola, Loyalton, and Bieber. REQUIRED QUALIFICATIONS FOR SOCIOECONOMIC CONTRACTOR Contractor must have employees or access to consulting personnel with journeyman analysis skills in the fields of Sociology, Economics, and Business Management. Contractors? project supervisory personnel with signature authority should have journeyman experience in at least two of the above fields and possess a Bachelors of Arts/Science degree in one of the above fields with a minor in another associated field. Contractor should have electronic capabilities to produce reports, graphics etc. in the Microsoft software systems. Must have journeymen personnel or access to journeyman personnel skilled in analysis using socioeconomic data. Journeyman personnel skilled in writing and word processing should also be available to the project for producing high quality reports. Contractor shall employ or have access to personnel skilled in conducting interviews and in meeting with contractors, individuals knowledgeable in local socioeconomics, and with citizen groups.
