- Notice of Intent. The U.S. customs and Border protection intends to negotiate, on a sole source basis, with Northrop Grumman Information Technology, Perceptics Division, 9737 Cogdill Road, Knoxville, TN for program management and engineering support services. The contract will continue program management and technical engineering support for completion of the installation, at Customs Ports of Entry, of Perceptics License Plate Readers and Vehicle Counters including related proprietary software development, installation and documentation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. See note 22. No telephone inquiries, please.
