Description
The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source contract with the University of Wisconsin Madison under the authority of 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(b)(1), for support in reviewing the license application to be submitted by the Atomic Energy Canada Limited (AECL) Technologies for the ?Advanced CANDU Reactor (ACR-700)?. Specifically, the proposed work involves assessment of the molten fuel moderator interaction (MFMI) experimental data, fuel-coolant interaction calculations for ACR-700, and analysis of other ACR-700 severe accident issues, which will require modification and assessment of the FCI code TEXAS. The University of Wisconsin at Madison is the developer of the FCI code TEXAS. By virtue of this, it is the only organization to have complete knowledge of all the models in the code and the associated assessment data base. As such, the code developer is uniquely qualified to determine which code models require modifications and which new models require development for ACR-700 FCI Analysis. The TEXAS code has been extensively used by the developer in the past to provide technical support to the NRC staff in reviewing other reactor license applications. The proposed contract will be cost-reimbursement type contract. The period of performance is 45 months from date of contract award. This notice of intent is neither a request for quotes or a solicitation of offers. Interested firms must submit written capability statements demonstrating their ability to perform the required services to the above address not later than 45 calendar days from the date this announcement appears in the Federal Business Opportunities. Capability statements that do not fully demonstrate the respondent?s ability to satisfy the requirements above will not be considered.
