Description
NASA/DFRC has a requirement for a 2-phase implementation plan to facilitate and support the development of an integrated, multi-agency plan for the development of critical civil unmanned aircraft vehicle (UAV) technologies and mission capabilities. NASA/DFRC intends to procure these services from Center of Systems Management of Herndon, Virginia. The authority for other than full and open competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This contractor has unique capabilities to provide the required services and has performed similar services in the past to NASA/DFRC. Award to any other source would result in failure to meet the Agency's requirements and the program's flight schedule. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00PM PST on 19 Aug 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications will not be accepted in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
