Description
This announcement is a follow-on to the "sources sought" announcement (PR-CI-04-10454), for the U.S. Environmental Protection Agency (EPA), Office of Water (OW), Office of Wastewater Management (OWM), concerning technical and administrative support for National Pollutant Discharge Elimination System (NPDES) Permit Development services to assist the Agency in the program's responsibilities under the Clean Water Act. The original "sources sought" announcement was designated as Solicitation Number PR-CI-04-10454, and was posted in FedBizOps on March 08, 2004. Based on review of submitted capability statements, this procurement is being solicited as a small business set-aside. Offerors interested in RFP PR-CI-04-10454 supporting "National Pollutant Discharge Elimination System (NPDES) Permit Development" shall provide all necessary labor, materials, services, equipment, and facilities in support of the efforts included in the scope of the Statement of Work. The resulting contract will include reviewing permit and permit variance request applications for completeness, collecting and analyzing permit data, preparing draft permits, supporting state and local permitting authorities during the administrative process, evaluating the quality and consistency of issued permits, and assisting the agency's defense of contested permits. The proposed contract will have a base period consisting of 12 months with two options of 24 months each, for a total potential performance period of five years. The base period consists of a maximum amount of 25,000 (5,000 base effort plus 20,000 quantity option) direct labor hours and each term option will consist of 50,000 (10,000 base effort plus 40,000 quantity option) direct labor hours. Total maximum level of effort for the five year maximum period of performance is 125,000 direct labor hours. It is anticipated that a cost plus fixed fee, multiple award contract will result from this solicitation. The current projected start date of the contract is April 1, 2005. The applicable NAICS code is 541611. The solicitation will appear on the Internet under Solicitation Number PR-CI-04-10454. All responsible small businesses who submit a proposal will be considered by the Agency. It is the responsibility of offerors to check FedBizOpps or the EPA website address for updates or changes.
