- Marine Corps Systems Command, on behalf of Marine Corps Warfighting Laboratory Quantico, VA intends to solicit and negotiate a sole source contract with Flyer Defense LLC, 260 West Beach Ave., Inglewood, CA 90302-2903 in accordance with FAR 6.302-1. A Request for Proposal (RFP) will be issued as M67854-04-R-9032. This acquisition is for the development of final vehicle detailed specifications, building and delivering two prototype Generation 1 advanced light strike vehicles based upon the vehicle designed under contract M67854-04-C-9000. The vendor shall also conduct ?test-fix-test? cycles with Generation 1 prototypes; refine Generation 1 vehicles based upon lessons learned, further refine the design and deliver two (2) Generation 2 configuration vehicles. This acquisition will be conducted in accordance with FAR Part 15 as it is for a non-commercial item. The Government anticipates award of a firm fixed price contract with progress payments. The RFP will be available for review and downloading at www.fedbizopps.gov on or about August 23, 2004. The point of contact for this acquisition is Ms. Dianne M. White (703) 784-1124 or whitedm@mcwl.quantico.usmc.mil. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and should furnish detailed data concerning their capabilities to provide the services sought including pricing data and technical data sufficient enough to determine that a comparable source to the government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The Government will consider all EOIs received prior to 10 days after date of publication of this synopsis before 1200 PST on that date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs sent via the U.S. Postal Service should be mailed to 3255 Meyers Ave Suite 209 Quantico, VA 22134-5096. EOIs sent via Federal Express or hand carried must be delivered to Commanding General Marine Corps Systems Command, Contracting Office, Attn: CTQ/MCWL/D. White, 2200 Lester St., Quanitco, VA 22134 during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. EOIs may be submitted via facsimile to Attn: Ms. Dianne M. White at 703 784 1379. The facsimile transmission must clearly identify this notice and the name of the contracting officer on the first page. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. IMPORTANT NOTICE: DFARS 252.204-7004 "Central Contractor Registration" (CCR) is required and applies to all solicitations issued on/after 6-1-98. Lack of registration in the CCR database will make an offeror/quoter ineligible for award of a contract/purchase order. Please ensure compliance with this regulation when submitting your quote.
