Description

NOTICE OF INTENT: The Naval Facilities Engineering Command Contracts Office (NAVFACCO), Port Hueneme, CA intends to make a sole source award to Lahey Computer Systems (LCS) of Incline Village, NV to provide support to Naval Facilities Engineering Service Center (NFESC) application development of ESS (Explosive Safety Siting) with software upgrade, priority maintenance (immediate incident response during normal business hours) and technical consulting support of the Lahey Fortran v7.x or higher. Lahey Computer System is the originator of the Lahey Fortran (95 and .NET) compiler and is the only source for associated technical support and Lahey Fortran consultation services. The authority for this sole source procurement is cited on FAR 6.302-1, in that LCS is the only known source with the knowledge required to provide these services. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 14 days from the publication date of this synopsis. This will be awarded on a Firm Fixed Price IDIQ contract for a period of three years with a maximum value between $50,000 to $100,000 over the life of the contract.
