- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with System Electronics Inc. (SEI), St. Louis, MO for the upgrade of eight (8) High Power Device Test Systems Part Number 3528AS100-01 Initial Production Units (IPU) from the Engineering Manufacturing Development configuration they are currently in to the latest Full Rate Production configuration that is fielded. This upgrade will include all attaching hardware, cabling, labeling and technical manual drawings and references to the IPU?s and the host Block II VECP CASS RF station P/N 204AS775-02. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own data, drawings, software code or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-04-R-0106. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. No solicitations will be available for this procurement.
