- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Requisition number F8SCES40050300 is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-12. This acquisition is unrestricted. The U.S. Air Force 48th Contracting Squadron intends to award a firm fixed price Purchase Order for: CLIN 0001 Lease of (2) HIGH LIFT PICKERS suitable for racking systems, complete with full maintenance and repair package. Minimum Specifications: Flashing Beacon, Reversing Siren, Lift height of approximately 35 feet, Carriage of two person safely, Detachable flat bed attached to rear of vehicle for lifting of items (approx length 8ft), Detachable / Lifting Guard rails around flat bed, Minimum of 2 Safety Harness attachment points, Battery Operated with charger per vehicle, Automatic cut off to prevent exceeding maximum height limit, Hourly timer, Dead man switch for both driver and passenger, Dimensions of vehicle must allow turning of vehicle within limits of racking system, Picker shall also be operational away from confines of racking system, and full instruction manuals and parts catalogue to be supplied with each vehicle. The pickers must meet or exceed requirements as detailed in current Provision and use of Work Equipment Regulations, 1998 (PUWER) and Lifting Operations and Lifting Equipment Regulations 1998 (LOLER). If these regulations are succeeded, the most recent regulation should therefore be applied. Full survey required by vendors prior to award. Price should include delivery charge. Period of performance: (1) basic year, with (4) option years. Performance location is, Building 73, RAF Feltwell, United Kingdom 09461-0270. FAR provision at FAR 52.211-6 Brand Name or Equal, applies to this requirement. If quote is for an equal product, specifications of the item must be included in quotation. FAR provision at FAR 52.212-1, Instructions to Offerors- Commercial, applies to this RFQ with the following addenda: paragraphs (h) and (i) of this provision do not apply and change paragraph (c) from 30 calendar days to 60 calendar days. Far provision 52.212-2, Evaluation Commercial Items, applies to this RFQ with the following addenda: Paragraph (a) is filled in with (1) Price and (2) Technical Capability of the item to meet the Government needs; paragraph (b) does not apply. Offerors shall include with the submission of their offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions- Commercial Items, without addenda and 52.212-5 Contract Terms and Conditions Required to Implement Statues of Executive Orders Commercial Items, without addenda, applies to this acquisition. DFARS provisions at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items; DFAR 252.229-7006, Value Added Tax (VAT) Exclusion; and 252.229-7008, Relief From Import Duty (UK) applies to this acquisition; including USAFE 5352.225-9102, Submission of offers in other than United States Currency.
