- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is FA8901-04-M-3028 and is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. The associated North American Industry Classification System (NAICS) for this procurement is 334516 and the business size is 500 employees. The request is for the purchase of lab equipment for the United States Air Force School of Aerospace Medicine. Specifically these items are a ChemiDoc XRS System, SmartspecTM Plus Spectrophotometer and an iCycler Thermal Cycler from Bio-Rad Laboratories, Inc. The function of the ChemiDoc XRS System is to capture high-resolution digital images of electrophoretic gels using visible and UV light, as well as various chemiluminesencent and fluorescent (variable wavelengths) probes used in protein detection systems. The function of the SmartSpec? Plus Spectrophotometer is to determine the amount of RNA, DNA or protein that is present in dilute aqueous biological samples. The function of the iCycler Thermal Cycler instrument is to control temperature in order to facilitate amplification of DNA by use of the Polymerase Chain Reaction (PCR). The items being requested are the only equipment that meets the requirements for the Clinical Investigations Branch. The purchase of these instruments directly from Bio-Rad Laboratories Inc. is in the best interests of the Air Force because only these instrument systems have all the unique features that are required to perform tasks of interest to the Air Force. In addition, the Clinical Investigations Branch did ?in laboratory? demonstrations and testing of several instruments, as well as compared other sources of these and comparable instruments (Kodak, Beckman-Coulter, Perkin-Elmer, Roche, Alpha Innotech and others) and concluded that only these Bio-Rad Laboratories Inc. instruments had the unique, quality features needed and they could not all be found in other companies instruments of comparable technological classification. Delivery will be made to the USAFSAM, Brooks City-Base, TX. Provisions to include FAR 52.212-1, Instructions to Offerors-Commercial Items (Jan 2004); FAR 52.212-4, Contract Terms and Conditions ?
