Description
Air Combat Command Contracting Squadron, Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services for technical review of draft and final reports from 11 Air Force small arms firing ranges throughout the country. Travel to these locations will not be required. A strong background in Heavy Metal Adsorption technology, and more specifically Nanocomposites Media Adsorption experience is required. The contractor will be required to provide a technical of review each base report provided by the government and analyze the technical approach, test methods, analysis, results, and discussion for there sufficiency to scientifically support the conclusions and recommendations of the report. The contractor will recommend changes, corrections, and alternatives where such recommendations or changes will enhance or improve the technical sufficiency of the research work. The goal is selection of the best and most cost-effective stabilizing media for lead and copper migration in storm water. The period of performance will cover 6 months. The government expects to make an award on or about 1 Sep 04, with a performance start date of 15 Sep 04. This acquisition will be issued as a Request For Proposal (RFP) on or about 15 Aug 04. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies will not be made available. The applicable North American Industry Classification System (NAICS) is 541690. The government seeks industry input to determine if this acquisition should be set-aside under the auspice of the Federal Acquisition Regulation (FAR) Part 19. Based on a need for reduced cost and frequent meetings during the duration of this contract, only contractors within the local area of Langley AFB (south-eastern Virginia and north-eastern North Carolina) need reply. All parties within this local area with experience in Heavy Metal Adsorption technology and Nanocomposites Media Adsorption interested in this requirement are encouraged to reply. Local educational institutions are also encouraged to respond if faculty members possess the required knowledge in this area. Small businesses who are certified and qualified as a small business concern in NAICS 541690 are encouraged to respond and submit their notification to this office NLT COB on 11 Aug 04. Responding small business may later be required to submit a capabilities package outlining their capabilities in key areas as determined by the government and relevant to the performance of this requirements.
