Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Quotes are due to the 55th Contracting Squadron no later than close of business on 13 Aug 2004. Quotes shall be submitted via e-mail in a Word, Excel, or PDF format to: wynona.rath@offutt.af.mil . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21. The North American Industry Classification System (NAICS) code and small business size standard are 813110 and $6,000,000 respectively. The government intends to issue a purchase order for the items set forth below, subject to the availability of funds. QUALIFICATIONS: A Master?s degree in Theology or Pastoral Studies is preferred but not required. Official status as an ordained deacon with at least two years previous experience in parish activities is required. The chapel staff will provide initial training in current chaplain procedures. The Deacon must possess the ability to constructively interact with staff and lay volunteers in sometimes-stressful situations. The Deacon must be able to communicate spiritual ideals in understandable terms to staff and lay volunteers. The Deacon must be able to maintain a neat, clean and well-groomed professional appearance, and conduct themself in a business like manner. STATEMENT OF WORK: The Deacon is responsible for maintaining and administering all Sacramental programs for the Catholic Chapel Program for Offutt AFB. These include assisting the priests in the celebration of the Eucharist, distribution of Holy Communion, leading the Eucharistic Adoration and all other liturgical activities as required, administering the Sacrament of Baptism, assisting and leading wedding liturgies and blessing marriages, proclamation of the Gospel and preaching, presiding over funeral wake services and memorial services, visiting hospitals, visiting the sick and caring for the home bound, as requested by the parish, responsible for the parish Marriage and Family Life Programs, making sure that couples fulfill all the diocesan and canonical requirements for the Sacrament of marriage, lead Sunday celebrations in the absence of a priest. The Deacon helps lead the community in its Religious Formation and Catechesis. Provides supervision of family teams, small communities, groups and movements, as needed for Adult Faith Formation. Develops and administers a ministry program aimed at the needs of couples and young families. Develops and administers a RCIA program and a yearly Lenten series. Guides the educational and spiritual life of Catholics who are returning to the Church. Organizes and leads retreats and conferences as required. The Deacon will be available for office hours 3 days a week, 8 hours a day to provide for counseling and an administrative presence for the Catholic Chapel program. This includes attending weekly staff meetings, providing spiritual direction and spiritual counseling for parishioners upon request, produces quarterly reports and submits through Senior Catholic Chaplain as required by Military Archdiocese. All diocesan and parish policies and practices must be known and adhered to particularly the Military Archdiocese?s Sexual Misconduct and Screening Policies. Failure to comply with these laws and policies, including the duty to act honestly, will constitute cause for termination. When requested by the Pastor, the Deacon will perform other duties as assigned. CONTRACTOR RESPONSIBILITIES: The Contractor will provide any contractor specific supplies and equipment to include personal transportation and preferred or specific office equipment or supplies. The Contractor will provide the personal skills, training, competency, attitude and spiritual strength that will be needed to meet all requirements contained in this statement of work (SOW). This position will require flexible working hours to accommodate planning and the days worked will be Monday through Sunday. The maximum number of work hours will not exceed 40 hours per week. The Deacon is required to give the chapel staff a two-week notice of any extended period of absence. Extended period of absence is defined as an absence for more than three days. A qualified replacement must be provided should the Deacon be absent as defined above. The Permanent Deacon will comply with all Air Force computer and information security requirements.
