Description
This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 ? Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2001-22. This is a 100% set-aside for small business procurement. The North American Industrial Classification is 332999. The size standard is 500 employees. FOB destination pricing only. The Department of Veterans Affairs, Austin Automation Center intends to procure special aluminum and steel rolling ladders. 1.) Custom built 9 Step aluminum pulpit ladder modified for use in 38? wide aisles, overall width of ladder is 36?; top step height of 111?; Steps will be approximately 1-1/8? thick allowing 10-7/8? vertical clearance between steps; Frames and rails will be 1? O.D aluminum tubing with .090 wall; the top surface of the bottom step will be 15? above the floor when the ladder is in the down position (loaded); Ladders are built to National Archive Designs and intended for use 38? wide aisles only; Qty: 10 each; 2.) General: a special aluminum rolling platform ladder with designed for movement on concrete floors within 36? nominal width service aisles in shelving storage installations; Model: ladder shall be an 8-step model conforming in all respects to following description; Design: A manufacturer?s tolerance of plus or minus 1/8th inch shall be permitted for all ladder measurements identified herein as critical to center operations; Steps: With the exception of the top platform step, the ladder steps shall not be less than 9 inches or more than 10 inches deep by not more than 1 inch think (including thread). The distance between steps, measured from top surface to top surface, shall be 12 inches; this uniform spacing provides 11 inches of clear vertical space between the steps and allows each step to serve as a ?shelf? to access files housed in standard size FRC boxes of 10 inches high; the top platform step shall be 14 inches deep by 1 inch thick; the thickness, depth, and spacing measurements for the steps are specified as critical to center operations; Pulpit FilingShelf: the width of the steps shall conform to the taper of the sides of the ladder. the filing shelf shall be fabricated from aluminum sheet, 1/8th inch nominal thickness and shall have a flat smooth top surface. Its size shall be 12 inches deep by 21 inches wide by 1 inch thick; it shall be mounted permanently on the upper guardrail and shall overlap the top step by not more than 3 inches; Swivel Casters: each ladder requires four spring loaded swivel casters with 3-inch diameter wheels. The caster shall conform to Bassik model number WQL13698MX282RP or equal; casters shall have a bolt, rivet, or bushing axle and shall be welded to the ladder frame, fully operation, in a manner that permits caster replacements using simple hand tools; the stem of each caster shall be mounted so that when weight is applied to any step, the springs on all four caster shall compress; Housing for Caster Shaft and Spring: the cited Bassik caster is without shaft housing and spring; housing for the caster shaft and spring may be fabricated from aluminum pipe of ? inch nominal diameter; the housing shall be welded to the ladder frame. The caster springs shall be designed so that when the ladder is unloaded they shall have sufficient force to return the ladder to the raised mobile position. The springs shall have a fatigue life capable of withstanding a minimum of one million full cycles of ladder deflections; Bracket for Shaft Housing: the shaft housing for each caster shall be reinforced with a 1/8 inch thick formed angular aluminum bracket welded to the shaft housing and frame of the ladder at the intersection of the front and back base cross braces; Guide Rollers: four rigid guide rollers are required for each ladder. The guide roller wheels shall be mounted on custom-made, aluminum, angular, brackets that will also serve as axle housing for the wheels; the brackets shall be 3/8 of an inch thick aluminum, 2 ? inches wide at both the ladder and non-ladder corners, and with a 2 ? inch length projection from the base of the ladder to the furthermost point on the bracket; the brackets shall be tapered at the corners for the ladder, and shall provide housing for both ends of the axles of the guide roller wheels; Brackets: the guide roller brackets shall be welded to the ladder at the outer corners of the base at both the ladder end and at the non-ladder end; the weld shall be 2 ? inches wide to match the width of the bracket and must be strong enough to withstand repetitive bumping of uprights within rows of installed steel shelving. Each ladder shall have two guide roller assemblies (one on each corner) at the ladder end and two guide roller assemblies (one at each corner) at the non-ladder end; Wheels: the guide roller assemblies shall have 2-inch diameter wheels of hard rubber composition. The wheel thickness shall be 3/4th of an inch, plus or minus 1/8th of an inch; oval head bolts with special self-locking type nuts shall be used as axles. The lock nuts shall be installed on the down side of the customized housing bracket with the ladder in the raised position (unloaded); the topmost point of the axle oval head shall not be more than 2 ? inches above the floor surface; this limitation allows the guide assemblies to roll along the bases of the installed shelving and not damage the boxed records stored on the bottom shelves at 3 inches above the floor surface; the 2 3/4th inch high measurement is critical to records operations; the overall 34 inch width for the guide rollers is specified in order to meet critical operational tracking movement of the ladders within 36 inch nominal with service aisles; Base Braces: three aluminum pipes, approximately 27 inches long each shall be welded across the base of the ladder to frame and strengthen it at the following locations: (1) across the center; (2) indented 8 inches from the ladder end (at the front swivel casters) and (3) indented 8 inches from the non-ladder end (at the back swivel casters); indentation at the ladder end eliminated kicking the brace during rapid manual movement of the ladder; Construction: as minimum the ladder shall be capable of safely sustaining two individuals with a combined weight of 400 pounds plus a 50 percent overload factor; each step shall be capable of supporting 200 pounds plus a 50 percent overload factor; the pulpit file shelf shall be capable of supporting 60 pounds plus a 50 percent overload factor; Method: the ladder shall be all-welded construction and shall be furnished fully assembled for immediate use; Materials: the ladder frame rails and diagonals shall be ? inch nominal pipe size; schedule 40 aluminum pipe (or ? inch pipe size at the manufacturer?s option); aluminum shall be of alloys 6061, of a T4, T5 or T6 temper at the manufacturer?s option; Steps: all steps shall be fabricated from aluminum of 1/8 inch nominal thickness; the step treads shall be corrugated, ribbed, dimpled, embossed, knurled, or other non-slip configuration except serrated; step thickness overall shall not exceed one inch; Pulpit Filing Shelf: shall be fabricated from aluminum sheet, 1/8th inch nominal thickness and shall have a flat, smooth top surface; Legs: the legs of the ladder shall be equipped with reinforced rubbers tips to prevent it from rolling when loaded; Finish: the aluminum finish shall be the manufacturer?s standard mill unpainted finish and shall be free from burrs, sharp edges, and oily substances; Qty: 2 each 3.) 12 Step ladder with handrails, 30? wide, 120? top step height; overall height equal to 153? ; built to OSHA and ANSI standards; top step depth 14?; Base Depth equals to 87?; Base Width equals to 30? ; rails: both sides of steps equal to 30? high; Steps: (11) steps 7? x 24? plus top step 14? X24?, with 10 step spacing; ladder slope approximately 58 degrees; Materials: Frame and rails: 1? O.D. steel tubing, Steps: solid steel with anti-skid mats; Casters: (5) caster design allows movement in all directions; Foot pedal activated lockstep locks ladder in place; Finish: Gray Powder coat paint finish; Capacity: 350 pounds, Ships fully assembled; Qty: 2 each; 4.) Custom built 9 step aluminum rolling ladder with handrails, 30? wide, 85 ?? top step height; meets OSHA 1910.29 and ANSI A14.7 code requirements; top step height: 85 ?; overall height equals 115 ?; top step Depth equals 10?; Base Depth equals 61?; Base Width equals 30?; Rails: full rails equal 30? high; Steps: (8) steps 7?
