Description
The National Institute of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Populations Sciences (DCCPS), proposes to contract on a sole source basis with Dr. Gary King, 1120 Teaburry Lane, #304, State College, PA 16803. The NAICS Code is 541990 and the business size standard is $6.0 million. This requirement is being processed based on FAR Part 13 the use of Simplified Acquisition Procedures. The proposed procurement will provide for the development of the content of a Naitonal Blueprint Action Plan to address tobacco-related health disparities. More than 440,000 people die each year from tobacco-related diseases. Certain groups including racial/ethnic minorities, women, youth, blue collar and service workers, and those of low socioeconomic status remain at high risk for tobacco use and exposure and suffer disproportionately from tobacco-related illnesses and death. To date, there are few reports that have highlighted disparities or developed a plan of action to address gaps in the research agenda to reduce disparities related to tobacco. The National Blueprints for Action has been developed for youth, young adults, and adults in the area of cessation. This blueprint will serve as a guide for specific activities that will be conducted to address tobacco and health disparities over the next five (5) years. Dr. King is a well-known senior research investigator with experience in cancer prevention, tobacco control and health disparities. He has worked both domestically and abroad to study factors associated with tobacco use between diverse populations and has a global perspective that is well suited to strengthen the depth and breadth of work needed to develop a research infrastructure. Dr. King has access to collaborations with a uniquely qualified cadre of expert consultants in the field of tobacco-related health disparities as well as worked on the brainstorming activities that are related to the content development of the tobacco and disparities blueprint. Dr. King has previously worked on projects related to disparate populations at the national, state, and local areas in tobacco including prevention, etiology, cessation, translation, policy, and methodolgy, which are areas to be covered as part of the Blueprint content. Dr. King is the only known source to the NCI/DCCPS researchers that has significant experience and expertise that are essential for "Developing a Blueprint for Health Disparities." A fixed price contract is anticipated for a period of one year. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, including all techniques and demonstrated expertise, it may submit a statement of capabilities. The capability statement and any information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet this requirement. Capability statements must be received in the contracting office by 1:30 P.M. EDT (local Washington, D.C. time) on August 19, 2004.
