- Description
- NAICS Code 541611. The Defense Logistics Agency (DLA) Enterprise Support (DES) Acquisition Staff Directorate (DES-A), intends to negotiate on a sole source basis with Nemfakos Partners under the authority of FAR Part 6.302-1 to provide specialized Base Realignment and Closure (BRAC) consulting services to advise and assist in the development and analysis of BRAC scenarios to the Supply and Storage Joint Cross Service Group (S&S JCSG). This notice is not a request for quotations. S&S JCSG indicates Nemfakos Partners is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. Under this requirement, the contractor will be required to explain and implement his methodologies without interpretation or additional research particulary with scenario development, analysis, and evaluation. Nemfakos Partners? former experience as a senior government executive directly responsible for previous BRAC efforts and his capacity as a neutral party to the process will facilitate the S&S JCSG?s ability to render an unbiased, objective, and supportable recommendation to the Office of the Secretary of Defense (OSD). However, any individual or firm believing itself capable of meeting these requirements may submit technical documentation to establish the potential of completing such work. This documentation must be submitted by 4:00 PM EST Thursday, August 5, 2004. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541611.
