Description
This is for informational purposes only. The Centers for Disease Control and Prevention in conjuction with the National Center for Health Statics, in Hyattsville MD, is intending to issue a sole source purchase order to the Stoffer Consulting, 5805 Elgin St, Pittsburgh, PA, 15206. The suggested vendor will provide a Spatio-Temporal Models for Rapid Detection of Disease Outbreaks. Background Information: Real-time disease surveillance is essential in helping detect the presence of a disease outbreak, and in supporting the characterization of that outbreak by a public health official. Although data is being collected in ?real-time? by various entities (such as the CDC, and RODS, the national data system for collecting data on disease symptoms under study at the University of Pittsburgh, to mention a few), data analytic tools that support both temporal and spatial data analysis and visualization are sorely lacking. At the present time, most analyses are accomplished by dropping (either by ignoring or by aggregating) either time or space. An outbreak which occurs in one location can be transmitted to populations located elsewhere either deliberately or by persons who are unaware of (or insensitive to) their disease exposure and status. Assessment of the potential for the spreading of a disease may be accomplished by conducting a complete census of the population at the location of origination or by sampling that population and employing adaptive sampling procedures. Once the sampling has been accomplished, methods for analyzing the data in both space and time must be developed. This work will focus either on the spatio-temporal analysis of CDC morbidity data, e.g., as presented on the CDC Data and Statistics web site: http://www.cdc.gov/scientific.htm, or if necessary, on simulated data. For example, simulations based on the SARS outbreak might be employed for developing an appropriate tool. The objectives of the purchase order will be (1) Assess the current state of the art of spatio-temporal statistical analysis. (2) Develop a tool for the rapid detection of outbreaks. (3) Develop a general model for the rapid analysis of spatio-temporal outbreak data. (4) Create a document that addresses the statistical analysis of spatio-temporal outbreak data and detection of outbreaks. It is believed that the items and services procured from this vendor meets the minimum needs of the government and no other source for this service is known at this time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. All vendors are required to be registered in the Central Contractor Registration (CCR) prior to award of a Federal contract. The preferred method for completing registration is via the World Wide Web at http://www.ccr.gov/. A handbook and other information are available at the site, including information on how to obtain a DUNS number, which is required to begin the registration process. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contractaction is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirements. It is believed that the items and services procured from this vendor meets the minimum needs of the government and no other source for this service is known at this time. This notice is not a request for competitive proposals. The government will consider all proposals received by 8:30 AM, EST, Tuesday, August 17, The proposal shall be clearly marked with the RFQ Number: 2004-Q-01589. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
