Description
NASA/JSC has a requirement for 8 low frequency and 8 high frequency log periodic antennas as well as 24 Sunol Sciences SNAP! antenna mounts for towers for use in its Outdoor Antenna Range Rooftop Transmit Array. Low Frequency Elements specifications: (1) Must cover the frequency range between 250 MHz and at least 1.5 GHz. (2) Must mount to a Sunol Sciences SNAP! mount (3) Type N female RF connector. High Frequency Elements specifications: (1) Must cover the frequency range between 500 MHz and at least 1.5 GHz. (2) Must NOT cover frequencies below 500 MHz (due to space constraints) (3) Must mount to a Sunol Sciences SNAP! mount (4) Type N female RF connector NASA/JSC intends to purchase the items from Sunol Sciences Corporation, as they are the only responsible source and no other supplies will satisfy the agency requirements. It is imperative that the new elements are identical to the existing elements in the EV4 Antenna Test Facility for pattern uniformity and compatibility within the existing mounting structure. An award to any other source would require the replacement of the existing antennas and mounting structure, in addition to the elements being procured in this purchase order, resulting in a substantial duplication of cost. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on August 4, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
