Description
The GSA, PBS, Property Development Division has a requirement for Design-Build services to renovate the Fa?ade at the John E. Moss Federal Building, 650 Capitol Mall, Sacramento, California. This contract employs a "bridging" concept whereby the Design Intent has been completed under a separate contract and is being provided by the Government in the bridging documents as part of the RFP. The scope of work is for a fully integrated fa?ade renovation incorporating blast protection, aesthetic upgrades, security enhancements at building entries (lobby, parking and loading dock), and energy efficiency enhancements. The scope of work includes: replacement of existing exterior pivot windows, with new fixed insulated laminated security glazing on the North and South side of the building; replacement of the existing exterior spandrel glazing, with new laminated security glazing units on the North and South side of the building; refurbish of the existing Curtain Wall Frames and Mullions on the North and South Fa?ade; installation of a Main Entry Vestibule and rework the South Entry; upgrade and relocation of the building entry Security Station; installation of roof-mounted Window Washing anchors; painting of the penthouse louvers; installation a laminated glass cornice with painted metal supports on the North side; installation of vertical and horizontal aluminum fins on the North and South sides; installation of security enhancements at parking and loading dock, anti-ram barriers and CCTV; installation of a new metal and glass entry canopy. The estimated total construction cost is between $3,500,000 and $4,000,000. The project will be performed in phases, starting with the South Fa?ade renovation followed by the North Fa?ade renovation with an anticipated construction completion period of 12 months. The scope of Design/Build Services includes, but is not limited to the following: Design/Construction documents, and construction work which consists of providing all labor, materials and equipment. This acquisition will implement Source Selection Procedures for negotiated competitive procurements. This solicitation is being made under FAR 15.3. Offerors will be required to prepare fully developed technical and price proposals. The contract will be a Fixed-Price Award. The Government will not allow any stipend for preparation of proposals. Offerors can be a partnership, corporation, association, and/or other legal entity which will have contractual responsibility for the project. A proposed joint venture should provide profiles for all firms in the joint venture. Consideration for the firm is not restricted to any geographic area. Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered most advantageous to the Government, cost or price and other factors considered. Price is less important than the combined weight of the technical evaluation factors listed below. As technical proposals become equal in their technical merit, the evaluated cost or price becomes more important. This procurement is open to both large and small businesses under NAICS Code 236220 - Commercial and Institutional Building Construction.
