Description
This announcement is a follow-on to the "sources sought" announcement (PR-CI-04-10453), for the U.S. Environmental Protection Agency (EPA), Office of Water (OW), Office of Wastewater Management (OWM), concerning technical and administrative support services to assist the Agency in the program's responsibilities under the Clean Water Act and the Safe Drinking Water Act (SDWA). The original "sources sought" announcement was designated as Solicitation Number PR-CI-04-10453, and was posted in FedBizOps on March 08, 2004. Based on review of submitted capability statements, this procurement is being solicited as a full and open competition. It should be noted that in addition to this requirement, a small business set-aside procurement for services entitled, "National Pollutant Discharge Elimination System (NPDES) Permit Support", (Solicitation Number RFP PR-CI-04-10454 which was posted as a sources sought synopsis, dated March 08, 2004), will be solicited as a small business set aside which will be addressed in a separate synopsis. Due to the varied nature of required tasks, the Agency anticipates subcontracting and teaming on this effort. Significant emphasis will be placed on socio-economic diversity for the procurement. The EPA Cincinnati acquisition website will include an attachment which specifies the interested small business parties who had submitted information for both of these requirements, their business size and/or socio-economic status, and their designated point of contact, as an assistance for those offerors interested in teaming or pursuing subcontractor opportunities. Offerors interested in RFP PR-CI-04-10453 supporting "Technical and Administrative Support for the Office of Wastewater Management Programs" shall provide all necessary labor, materials, services, equipment, and facilities in support of the efforts included in the scope of the Statement of Work. Tasks anticipated in this procurement include: 1) Program development, implementation and oversight to consist of contract support that typically includes collecting, complying and analyzing data and information. Outputs will consists of program audits and evaluations, impact and benefit analyses, recommendation and option papers, reports and special studies. 2) Regulatory, policy, strategy and guidance development to include compiling and analyzing data and information and developing options and recommendations for EPA's consideration. 3) Support for NPDES permit development to include reviewing permit applications for consistency with federal requirements, conducting statistical analyses, preparing draft permits and supporting documents, monitoring permit compliance and conducting permit writers' guidance and training. 4) Information and data management to include the development of innovative tools and applications for managing the large volume of data and information that will be generated, and 5) Outreach and communications to include web site design, enhancement and maintenance, logistics assistance for meetings, workshops and conferences, and document quality enhancement. The resulting contract will include management of multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of the Office of Water. The proposed contract will have a base period consisting of 12 months with two options of 24 months each, for a total potential performance period of five years. The base period consists of a maximum amount of 93,000 (31,000 base effort plus 62,000 quantity option) direct labor hours and each term option will consist of 186,000 (62,000 base effort plus 124,000 quantity option) direct labor hours. Total maximum level of effort for the five year maximum period of performance is 465,000 direct labor hours. It is anticipated that a cost plus fixed fee/level of effort contract will result from this solicitation. The current projected start date of the contract is April 1, 2005. The applicable NAICS code is 541611. The solicitation will appear on the Internet under Solicitation Number PR-CI-04-10453.
