- Description in English & Spanish --- The Inter-American Foundation (IAF), through the Department of Treasury, Bureau of Public Debt, intends to issue an indefinite-delivery, indefinite-quantity contract providing for time-and-materials and fixed-price orders to obtain local liaison advisory services to support IAF work in promoting grassroots development in Argentina, Uruguay, and Paraguay, providing technical assistance to grantees and facilitating communication between grantees and the IAF. The Local Advisor (LA) must have principal and primary residence in Argentina. In cooperation with the Argentina, Uruguay, and Paraguay team, and other IAF staff, the Local Advisor (LA) will provide information on IAF criteria, deadlines, and application materials as well as answer basic questions for all organizations that inquire about receiving IAF funding. The LA will assist in grant administration and reporting, organize thematic workshops, and disseminate information about the IAF programs. Other activities include conducting and participating in dissemination activities, attending aid and donor meetings, assisting IAF personnel visiting Argentina, Uruguay, and Paraguay, and providing monthly reports to the Contracting Officer?s Technical Representative (COTR.) The contractor must have workday access to a computer and the Internet. The contractor must be proficient in, and have substantial experience using a standard office software suite such as Microsoft Word and Excel. The contractor must possess a Bachelor's degree; Master's preferred, in an appropriate field such as public administration, business management, urban/regional planning, or social science and be fluent in Spanish. The contract will be for one year with four, one-year option periods. Descripci?n en Espa?ol?La Fundaci?n Interamericana (IAF, por su sigla en ingl?s) tiene la intenci?n de emitir, a trav?s de la oficina de mediante la Oficina de Deuda P?blica del Departamento del Tesoro, un contrato de entrega y cantidad ilimitadas con disposiciones sobre tiempo y materiales, y pedidos de precio fijo, para obtener aquellos servicios profesionales que apoyan la labor de la IAF en la promoci?n del desarrollo de base en Argentina, Uruguay y Paraguay; proporcionando asistencia t?cnica a donatarios y facilitando comunicaci?n entre donatarios y la IAF. La residencia principal y primaria del AL deber? ser en Argentina. En cooperaci?n con el equipo de Argentina, Uruguay y Paraguay y otro personal de la IAF, el Asesor Local (AL) proporcionar? informaci?n sobre los criterios, fechas l?mites y materiales relacionados con la solicitud de donaciones de la IAF, y responder? a preguntas b?sicas provenientes de todas las organizaciones interesadas en recibir financiamiento de la IAF. Otras actividades del AL incluyen realizar actividades de divulgaci?n, participar en esas actividades, asistir a reuniones de cooperaci?n y de donantes, ayudar al personal de que este visita la IAF en Argentina, Uruguay y Paraguay y presentar informes mensuales al Representante T?cnico del Oficial de Contrataciones (por su siglas en ingles COTR). El contratista deber? tener acceso durante el horario laboral a una computadora y al Internet. El contratista deber? ser competente y tener amplia experiencia considerable en el uso de programas corrientes de oficina tales como Microsoft Word y Excel. El contratista ha de poseer un Licenciatura, preferentemente Maestr?a, en un campo apropiado tal como administraci?n p?blica, administraci?n de empresas, planificaci?n urbana/regional o ciencias sociales y deber?a expresarse con fluidez en lenguaje espa?ol. El contrato tendr? una duraci?n de un a?o con cuatro opciones de extensi?n de un a?o cada una.
