- JOB DESCRIPTION: SOURCES SOUGHT/NOTICE OF INTENT TO SOLICIT WITH ONE SOURCE. The Government intends to issue a purchase order to Columbia Analytical Services (CAS), Inc., 1317 South 13th Ave, Kelso WA 98626 for the work described here: This contra ct will be used in support of a dredging and water quality project for areas within the Stockton and Sacramento Deep Water Shipping channels, including monitoring of potential releases as regulated by the State of California and the State Regional Water Qu ality Board(s). In order to provide analytical data for these regulatory programs the lab must hold current environmental laboratory certification with the State of California under the NELAP or ELAP programs. Additionally, Sacramento District requires us e of USACE validated labs, per ER 1110-1-263, whenever validation is available for the analyte of potential concern. CAS holds current certifications under NELAP and in the State of California; CAS also holds current USACE validation, expiring May 2005.CA S has extensive water quality expertise necessary to perform the complex ultra-trace analyses and meet the trace level limits required by regulation to protect aquatic environments under the water quality programs. CASs experience lies in both marine and fresh water environments making them qualified to handle Sacramento Delta water samples including those that may have matrix issues due to salt water intrusion. The lab currently has the necessary experienced staff, equipment and facilities to perform the trace analyses required.See amendment 1 for the list of required reporting limits and the specialized water quality tests required to be performed under this contract. The advantages to the government in the use of this lab are the acquisition of consist ent data of known quality and legal defensibility that will meet the trace analytical limits required by regulation. Additionally the laboratory is experienced in and able to meet the electronic data deliverable format (SPK ADR EDD) requirements for this project. The EDD deliverable format is required to support time and schedule critical electronic review and validation of project data.All interested parties may respond or submit statements of qualifications. This is not a request for competitive propos als or quotations. The Government will consider responses received within 10 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government. All res ponses are due in not later than 9 August 2004/0900 PDT. This Procurement will be conducted under FSC Code: Q301, SIC Code: 8734, NAICS Code: 541380. The size standard for this code is $10,000,000.00.
