Description
This announcement constitutes Solicitation number FA4801-04-R-0014, which will be issued as a Request for Proposal (RFP), Best Value Past Performance. Anticipated award to be a Firm Fixed Price Construction Contract Per FAR 36.204, the Magnitude of this project is estimated to be in the following range: Between $100,000.00 and $250,000.00. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAR 2001-22 and 23. This acquisition is to be set aside and awarded to a small business concern. The North American Industry Classification System (NAICS) code is 238990. The Size standard is $12,500,000.00. PROJECT DESCRIPTION: The existing heating, ventilation, and air conditioning control system at building 1062/1063 is to be repaired/replaced and augmented as necessary to provide a fully functional, integrated HVAC control system including supervisorial control and monitoring with the existing EMCS computer running Siebe "Signal" software for Network-8000 hardware with support for the EMCS I/O summary shown. The system for 1062 shall provide control functions for the 4 single zone VAV air handlers 2 Fan Coil units, 56 Variable air volume terminals, including start/stop, economizer, after hour?s occupancy and emergency start for freeze protection in winter, and monitoring and control of the space temperatures. Space temperature and humidity monitoring shall also be provided for the computer access floor. Also to be incorporated into the control system are the boiler, chiller, and all pumps associated with them. In addition to the HVAC control system, Monitoring functions of the 2 uninterrupted power supplies, emergency generator and building incoming power shall also be incorporated. The system shall be capable of monitoring and override from the central EMCS computer, but shall be designed to be completely stand-alone in the event of communications failure. The DDC system shall be capable of communicating over the Base-wide Ethernet LAN, through an Invensys Network interface module. All control power for the DDC modules shall be connected to the UPS supplied panel located in the South Mechanical Room. The contractor is responsible for providing and running a Cat-5 cable from the GCM to a government identified network port. The government will terminate and connect this cable. The system for 1063 shall provide control functions for the multizone air handler, 6 bypass controllers, 7 unit heaters, 1 Fan coil unit, and 2 Evaporative Coolers. Control strategies shall include start/stop, economizer, after hour?s occupancy and emergency start for freeze protection in winter, and monitoring and control of the space temperatures. Also to be incorporated into the control system are the boiler, both chillers, and all pumps associated with them. The system shall be capable of monitoring and override from the central EMCS computer, but shall be designed to be completely stand-alone in the event of communications failure. The DDC system shall be capable of communicating over the Base-wide Ethernet LAN, through an Invensys Network interface module. The contractor is responsible for providing and running a Cat-5 cable from the GCM to a government identified network port. The government will terminate and connect this cable. PROJECT DETAILS: The Solicitation and all attachments will be posted on or about 12 August 2004 with a closing date 30 days after issuance and MUST BE downloaded from FedBizOps at www.eps.gov; DO NOT REQUEST VIA MAIL OR FAX. IMPORTANT NOTICES: 1) RFP submission must be in accordance with the solicitation. 2) You will not be eligible to receive and award if you are not in the Central Contractor Registration Database. (Ref DFARS 252.204-7004, Required Central Contractor Registration). 3) All amendments, if applicable, must be acknowledged.
