Description

Under Statutory Authority 41 U.S.C. 253(c)(1) the Department of Veterans Affairs, Veterans Integrated Service Network 23 (VISN23) anticipates entering into a sole source procurement with Dictaphone, Inc., Federal Government Division, 8260 Greensboro Drive, A32, Mclean, VA 22102 for upgraded hardware and software to its existing PowerScribe Radiology Dictation System.. PowerScribe is a proprietary product wholly owned by Dictaphone Corporation. VISN23 has identified a requirement to expand and standardize the existing system. Contractor will provide all management, labor, parts, installation, training and licenses to implement intranet web based voice recognition radiology dictation at the following VISN23 locations: 1) VA Medical Center, One Veterans Drive, Minneapolis, MN 55417, 2) VA Black Hills Healthcare System, 113 Comanche Road, Fort Meade, SD 57741, 4) VA Black Hills Healthcare Systems, 500 North 5th Street, Hot Springs, SD 57747, 5) VA Central Iowa Healthcare System, 1515 W. Pleasant St., Knoxville, IA 50138-3399, 6) VA Central Iowa Healthcare System, 3600 30th Street, Des Moines, IA 50310, 7) VA Medical Center, 2101 Elm Street, Fargo, ND 58102, 8) VA Medical Center, 601 Highway 6 West, Iowa City, IA 52246, 9) Nebraska-Western Iowa Healthcare System, 41-1 Woolworth Ave., Omaha, NE 68105, 10) Nebraska-Western Iowa Healthcare System, 600 S. 70th Street, Lincoln, NE 68510, 11) VA Medical Center, 2501 W. 22nd Street, Sioux Falls, SD 57117, 12) VA Medical Center, 4801 Veterans Drive, St. Cloud, MN 56303. It is believed, for proprietary reasons that Dictaphone, Inc. is the only company that can provided the required service. NAICS code is 425110 ? Business to Business Electronic Markets with a small business size of 100 employees. Solicitation and award procedures under Federal Acquisition Regulations FAR Part 12 and FAR Part 13 for commercial items will be followed. It is anticipated that a firm-fixed price contract will be awarded. Solicitation number RFQ-618-199-04 has been assigned. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Formal bid documents are not available. Firms that feel they have the ability to provide the required service/supply may submit their capabilities information including technical data and pricing information to this office for consideration.
