Description

The contractor shall provide all necessary professional support services to the U.S. Department of State (DOS) with respect to the Foreign Service Written and Oral Examinations and related programs used in its hiring procedures for Foreign Service generalists and specialists. The Department desires to continue to produce a range of professional hiring programs, which meet all legal standards and policy objectives that are non-discriminatory and conform to the Uniform Guidelines on Employee Selection Procedures and other professional testing guidelines. Services are consultative, analytical, and operational, and range from conceptualizing program alternatives through successful implementation of any revisions made to testing and hiring procedures. A principal requirement for each program is to ensure that it is validated in accordance with legal and professional standards and applicable federal guidelines. Evidence that demonstrates validity must be documented, compiled and copies provided to the Department. The contractor is also responsible for providing expert advice and assistance to the Department's Office of the Legal Adviser as needed in connection with legal proceedings. PROPOSALS ARE DUE ON 08/25/204.
