Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NIDDK-04-250, and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2001-21. The North American Industry Classification (NAICS) Code is 339111 and the business size standard is 500 Employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), has a requirement for a Biomek FX 96-Channel Disposalbe Tip Pipetting Head (200ul), Biomek FX Disposable Tip Loader ALP, Disposable Tip Hardware Kit (8/pk), Biomek FX Dual Arm System with Span-8 Pipettor and Multi-Channel Pipettor, 4 X 3 ALP Kit, Assy LLS 1X1 Static ALP, Biomek NX Span 8 Active Wash ALP KT, Biomek System Software and XP Controller, Standard Three Position ALP, Waste ALP, Waste (Span-8) ALP and 2nd Year Extended Warranty from Beckman Coulter Inc., 4300 N. Harbor Blvd., Fullerton, CA 92834. The Biomek FX and its components are Demo Units. This notice of intent is not a request for competitive quotations however, all responses received, within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The Biomek FX system shall meet the following specifications: 1) Pipetting head for the Biomek FX Multi Channel pipettor configured for AP96 High or Low Volume Tips. 2) Includes automated tip loader, tubing, and cap communications cable. Requires: 65 PSI clean dry air, 2.1 cfm. Maximum of 4 Tip loaders may be integrated on to the Biomek FX work area. 3) Span-8 Pipettor and Multi-Cannel Pipettor includes: front safety curtain with side shields, Eight (8) 1-ml Syringes, Fixed Tip Wash ALP, system installation and basic familiarization. Starter kit with Accuframe System and system cable for Span-8 Pipettor. 4) Software and XP Controller includes: Windows XP Automation Controller, 15 Flat Panel Monitor and Biomek System Software. 5) Standard Three Position ALP includes: Three position ALP for positioning of three (3) standard 96 and/or 384 well microtiter plates as singles or in stacks with spacing to support Biomek FX gripper and/or robotic manipulation. The three position ALP can be placed in any column in the work area with the front three rows open. 6) Waste ALP includes: slide and disposable bags. The removal of the chute and the addition of the disposal bags will provide of the disposal of 7 heads of tips without their racks into the disposal bag. The waste ALP requires a single position in the outer columns in rows 2 or 3 of the Biomek FX work area. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The addenda to the clause reads as follows: The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items ? Deviation for Simplified Acquisitions, applies to this acquisition. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address.
