Description
The Health Resources & Services Administration (HRSA) intends to negotiate, on a sole source basis, a contract with National Association of Protection and Advocacy Systems, Washington, DC 20002. This procurement shall be processed in accordance with the Contract by Negotiation Procedures as outlined in Federal Acquisition Regulations (FAR) Parts 15 and 6.302-1. The purpose of this acquisition is to provide training and technical assistance to the 57 Protection and Advocacy Systems which serve the 50 States, the District of Columbia, Puerto Rico, the Virgin Islands, the three Pacific Basin territories, and the American Indian consortium. The technical assistance will focus on introducing the individuals who have suffered a traumatic brain injury. Because the program is based on an unsolicited proposal, which the Government has determined to be an unique and innovative approach that was independently originated and developed by the offeror; without the Government?s supervision; benefits the Agency?s mission, and was not an advance proposal for a known agency requirement, the National Association of Protection and Advocacy Systems is deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C. 253(d) (1) A, as set forth in FAR 6.302-1(a)(2) (i). The Contractor has spent a substantial amount of effort in developing the training module and will do this work with a large portion of the effort as an in-kind contribution. Any other source would have to duplicate a substantial variety of current and previous efforts to accomplish the same objectives. A justification for other than full and open competition (JOFOC) is on file. The anticipated period of performance is for nine (9) months. The NAICS code for this procurement is 541990.
