Description
The Department of Education intends to make a sole source award to Mathematica Policy Research, Inc., located in Princeton, New Jersey, by extending contract ED99CO0134 by six months (09/30/04 to 03/29/05) for an evaluation of the 21st Century Community Learning Centers. Interested vendors can call Vidya Vish at 202-245-6167 or email Vidya.vish@ed.gov. Please submit your proposals electronically by 12 P.M on Thursday, August 12, 2004. Purpose of the Study is: Mathematica Policy Research, Inc. will conclude analyses and report writing for the impact evaluation of the 21st Century Community Learning Centers. Specifically, Mathematica Policy Research, Inc. will conduct impact analyses for the second year follow-up data and report on the findings as well as create a public use data file with documentation. It is imperative that the contractor have the following competencies, experiences, and skills: - Familiarity and extensive experience with analyzing impacts using the 21st CCLC afterschool program data collected through a random assignment design; - Experience and skill in managing complex program evaluations which involve problematic issues of design, data collection and analysis; - Training and experience in educational research or other fields related to this study; - Knowledge of afterschool literature and youth development issues; - Proven record in conducting similar studies in a timely manner, and within budget; - Adequacy of time commitment; - Ability to assist IES in making the results of the study relevant to schools, afterschool providers, and policy makers. All interested parties should submit a letter of interest to the contact person (vidya vish) by the closing date in this notice. The Department will afford interested parties an opportunity to submit proposals directly relevant to this requirement. If any other capable, responsible sources are found, this procurement will be opened for full and open competition.
