Description
NAICS code 541199. The United States Department of Commerce (DOC) is providing widespread notice of this acquisition opportunity and is requesting capability statements from advisors with World Trade Organization (WTO) expertise to provide technical assistance to the Government of Bosnia and Herzegovina (BiH) on behalf of the Department of Commerce, Commercial Law Development Program (CLDP). RESPONDENT CRITERIA: CLDP seeks an attorney and/or economist with at least five years work experience to provide technical assistance on WTO accession issues to the government of BiH. THE SUCCESSFUL CANDIDATE WILL BE STATIONED IN SARAJEVO, BIH UNDER A CONTRACT PERIOD OF NINE MONTHS. The contract will commence on or about October 1, 2004. The ideal candidate would have the following qualifications: 1) Juris Doctor degree or post-graduate degree in a related field with a minimum of five years experience working on, and/or teaching about, GATT/WTO, NAFTA and other international trade-related issues; 2) Demonstrated past experience working on, and/or teaching about WTO and trade related issues in foreign countries including trade liberalization and trade negotiation; 3) Understanding of WTO accession and experience working with, or advising countries through the WTO accession process (including preparation for WTO Working Party Meetings); and 4) MUST be a citizen of the US and willing to relocate to Sarajevo, BiH. RESPONSE REQUIREMENTS: Interested contractors are requested to submit a brief capability statement, (not to exceed two (2) pages) which address each criterion set forth above, and one copy of his/or her resume. The Government will review and evaluate timely received capability statements and those contractors who meet the Respondent Criteria will be deemed ?qualified?. The government will then furnish each qualified contractor with a solicitation. The Government may enter into discussions with qualified contractors after receipt of capability statements and after receipt of proposals. If the Contracting Officer determines that such discussions are necessary, the Government will notify qualified contractors of the date/time for such discussions. For the sake of clarity, the Government may communicate with qualified contractors at any point during evaluation of the capability statements and proposal evaluation process. The Government also reserves the right to award without discussions at the Contracting Officer?s discretion. RESPONSE REQUIREMENTS: An interested contractor must submit one copy of his/her capability statement and resume before 12:00 PM, EST on August 11, 2004 via email to Su Chang, Contract Specialist, at Schang@doc.gov (Microsoft Word format) or by fax to (202) 482-4722. The capability statement must specifically and comprehensively address the Respondent Criteria described above, and only Offerors that have been deemed ?qualified? will be contacted with a solicitation. It is anticipated that the solicitation will be issued by August 16, 2004. It is the responsibility of the Offeror to send the capability statement to assure receipt by the Government on or before 12:00 PM, EST on August 11, 2004. Capability statements received after this date will not be eligible for consideration. All correspondence regarding this notice must be submitted in writing to Su Chang, Contract Specialist, at Schang@doc.gov. No telephone requests please. ADDITIONAL INFORMATION: Compliance with protocol between the governments of the country and the United States of America in connection with performance of the Contract will be required. Qualified contractors will be briefed on the protocols and security requirements. The protocols and security requirements are not available for public dissemination. Qualified candidates who have been provided with the protocol and security information will be forbidden from disclosing the terms, content and procedures of the protocol and security. The contractor will, therefore, be required to abide by instructions received from local U.S. Embassies and to adhere to all applicable ethics codes in effect in his/her respective jurisdiction(s) and professions, and contractors who are Federal employees also must adhere to applicable federal conflict of interest statues and standards of conduct.
