- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.******This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24.****** The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. However, this requirement is unrestricted and all interested Contractor?s may submit a quotation.****** The National Institute of Standards and Technology is seeking to purchase a Spectral Reflectometer Device for measuring thin film thickness.******All interested Contractor?s shall provide a quote for the following: Line Item 0001: Quantity One (1) Spectral Reflectometer Device which shall meet the following required equipment specifications: (1) Instrument shall be a fiber optic spectral reflectometer device for making film thickness measurements through a microscope; (2) Instrument shall be directly compatible with the vertical trinocular port of an existing Nikon Optiphot 2 Optical Microscope; (3) Instrument shall include a dual port trinocular tube attachment that shall allow simultaneous thickness measurements (one port) and image acquisition (second port). Thickness data acquisition shall not be accomplished through the ocular eyepiece, since both eye pieces need to be accessible; (4) The camera port on the trinocular tube attachment shall be a standard c-mount; (5) Instrument must make thickness measurements using a light source that is internal to NIST?s existing microscope, a Nikon Optiphot 2 Optical Microscope, not an external light source; (6) Instrument shall make film thickness measurements in the range of 20nm to 10 micron; and (7) Data analysis software shall be included with the instrument to provide measured spectra, and film thickness measurement.******The Contractor shall state the warranty coverage provided for the instrumentation.*******Delivery shall be completed not later than 60 days after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****** Award shall be made to the quoter who: (1) Meets all required technical specifications as determined by a review of documentation submitted in response to this solicitation; and (2) Quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation.
