Description
SOLICITATION: This acquisition is being conducted under FAR 15 ? Contracting By Negotiation. This solicitation is for the United States Coast Guard?s (USCG) Command and Control Engineering Center?s (C2CEN) requirement for a Differential Global Positioning System (DGPS) Antenna Tuning Unit (ATU) study and ATUs. This requirement is for contractor technical support services to assist in the development of the DGPS ATU, and to provide subsequent installation, modification and usage training. This is a restricted solicitation that is 100% set-side for small businesses associated with NAICS code 334220, having a small business size standard of 750. SEE NUMBERED NOTE 1 AND THE SOLICITATION ATTACHMENT FOR CLINS, CLAUSES, ADDITIONAL INFORMATION. Offerors are strongly encouraged to read all clauses incorporated by reference, in addition to those indicated in full text. SEE SECTION J OF THE ATTACHED SOLICITATION FOR A COMPLETE LISTING OF ALL ATTACHMENTS THAT NEED TO BE DOWNLOADED IN ORDER TO COMPLY WITH PROPOSAL SUBMISSION REQUIREMENTS; the USCG reserves the right to request product demonstrations at no charge to the Government. Offerors shall submit a sample DGPS ATU for testing, by the closing date of this solicitation, to: USCG, C2CEN, 4000 Coast Guard Boulevard, Portsmouth, VA 23703-2199, ATTN: DGPS ATU Solicitation HSCG23-04-R-TED269. Offerors will be required to travel, at their expense, to C2CEN to assist in a testing demonstration of their designed ATU, for evaluation purposes only. All technical inquiries regarding this solicitation shall be submitted in writing via e-mail to thamilton-sanchez@comdt.uscg.mil by 1:00PM August 16, 2004. Technical inquiries will not be answered over the phone and shall not be directed to any technical personnel associated with this requirement. Oral explanations or instructions given before the award of the contract will not be binding. NOTICE TO OFFERORS-SOLICITATION OMBUDSMAN PROGRAM. It is the policy of the USCG to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time-consuming litigation. Potential offerors who believe that a USCG solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
