RFP no. 442-04-004 ISSUANCE DATE: July 28, 2004 CLOSING DATE: August 19, 2004, 4:00 p.m. Phnom Penh Time SUBJECT: Solicitation for Personal Services Contractor (PSC); Financial Management Officer - Cambodia To All Interested Applicants: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals (Standard Form 171's or 612?s) from U.S. citizens and Third Country Nationals (TCNs) interested in providing the PSC services described in the attached. This position will initially be for a period of 2 years, with the possibility of extensions, to be based in Phnom Penh, Cambodia. Sometime during the initial contract period, the incumbent may be required to transfer to the regional USAID office in Bangkok, Thailand. Submission of applications shall be in accordance with the attached information and delivered to the undersigned in Cambodia at the place and by the time specified. Applications, which shall include salary history for the prior three years and the names and contact points (telephone/fax numbers) for at least two references with knowledge of the applicant's prior work skills may be faxed, mailed, emailed, or hand-carried to the undersigned. To ensure delivery by the due date it is recommended that applications be sent in as email attachments or by fax if possible. If an applicant does not have ready access to a Form 171 or 612, the same information may be initially submitted in resume form so long as the items stated earlier in this paragraph are covered. CLOSING DATE/TIME SPECIFIED: FOR RECEIPT OF APPLICATIONS: August 19, 2004. 4:00 p.m. local Phnom Penh Time. 4. POSITION TITLE: Financial Management Officer ? Cambodia. 5. MARKET VALUE OF POSITION (Base Pay): GS-12-13 (approx. $52,899- $81,778). The salary to be paid within these grades will depend on the experience, qualifications, and salary history of the selected candidate. The standard compensation package also includes a contribution for life and health insurance and a contribution to FICA. If the selected candidate qualifies as an off-shore hire under USAID regulations, the employee will additionally receive post differential approved for Cambodia (currently set at the rate of 25% of base pay), furnished housing, international travel and shipment benefits. 6. PERIOD OF PERFORMANCE: To start o/a September 1, 2004 for a period of two years, with the possibility of extensions. 7. PLACE OF PERFORMANCE: Phnom Penh, Cambodia, and travel within Cambodia and to Thailand and elsewhere as required. The incumbent may be required to move (at USAID expense) to Bangkok, Thailand during the initial term of the contract, to be based in the USAID Regional Development Mission/Asia. 8. JOB DESCRIPTION A. Position Title: Financial Management Officer ? Cambodia. B. Organizational location of the position: USAID/Cambodia, Office of Financial Management. Sometime during the initial contract period, or during an extension period, the incumbent may be required to transfer to the regional USAID office in Bangkok, Thailand (if required to move to Bangkok, the costs associated with this move, e.g. air tickets and shipment of personal effects, will be paid for by USAID). C. Position Title of Direct Supervisor: Regional Controller, or his/her designee. D. Supervisory Controls: The incumbent will report to the Regional Controller, Office of Financial Management. E. Position Description: 1. Introduction: The USAID Regional Mission for Asia (RDM/A), located in Bangkok, Thailand is soliciting expressions of interest from qualified U.S. and Third Country National personal service contractors to serve as the Financial Management Officer. The RDM/A is responsible for the management and oversight of unilateral and bilateral programs in Thailand, Vietnam, Laos, Burma, and China. The USAID/Cambodia is the accounting station for the RDM/A. The RDM/A Financial Management Officer (PSC) will be initially assigned to the USAID/Cambodia Regional Controller?s Office located in Phnom Penh, Cambodia and reassigned to the RDM/A Controller?s Office in Bangkok, Thailand at a later date when the accounting station is transferred. The RDM/A Financial Management Officer will be responsible for the financial management operations pertaining to the RDM/A in close coordination with the USAID/Cambodia Regional Controller. S/he will be the focal point for all financial management including budgeting, accounting, financial analysis, payments, audits, and financial advisory services to the RDM/A Mission management and staff. 2. Basic Function of the Position: The incumbent serves as the deputy to the USAID/Cambodia Regional Controller and acts as principal assistant in maintenance of Mission Accounting Control Systems (MACS), payment processing, and reporting on a broad variety of accounting and financial systems affecting the operations of the Regional Development Mission for Asia (RDM/A), and in certain areas as the alter ego of, the Regional Controller in managing the financial management operations. Under the overall supervision and guidance of the USAID/Cambodia Regional Controller, the incumbent is to plan, design, implement, control and report on a broad variety of accounting and financial systems affecting the RDM/A operations and assist in the performance of certification functions and effective application of USAID established policies and procedures in the review, approval and accounting of transactions/activities financed with operating expense, economic support and development assistance funds; and in the development of FSN staff to carry out these functions. 3. Specific Duties and Responsibilities: Under the general policy guidance of the Regional Controller, the incumbent will have the primary budget and accounting functions for the RDM/A program and operating expense funds. Additionally, the incumbent will serve as Acting Regional Controller in the absence of the Regional Controller. In these capacities, the incumbent?s responsibilities and duties shall include, but not be limited, to the following functions: a. Plans, directs and administers a comprehensive accounting, reporting and budgeting system designed to provide senior mission management and USAID/W with timely financial information for making operating decisions. b. Coordinates the operation and maintenance of the Mission Accounting and Control System (MACS), Mission Accounting and Control Voucher Tracking System (MACSTRAX), Electronic Certification Systems (ECS), Intra-government Payment and Collection (IPAC), and FEDTAX (Federal Tax) system. c. Supervises foreign service national employees and where appropriate recruit, training, mentor and provide for the career development of competent FSN professionals in financial management. d. Provides on-the-job training to foreign service national employees in the Regional Controller's Office in all program and operating expense accounting, and voucher examination/payment functions. e. Assures the financing and reporting procedures, which conform with USAID's financial and program reporting systems and with the requirements and limitations of U.S. government and cooperating country laws and regulations, are fully considered and set forth in grant projects and contract agreements. f. Formulates and prepares the operating expense budgets for annual report submissions, and analyzes proposed forward funding and existing obligation pipelines. Also provides cost factors needed for budget formulation estimates. For current year budgets and allowed funds, assures effective management and funds controls are applied over operating expense and program funds. g. Performs disbursement reconciliation of accounts with those of the U.S. disbursing officer, and conducts accurate and timely quarterly accruals and 1311 reviews, and make recommendations where applicable. h. Provides advice to the Strategic Objective teams and senior management on all issues that directly and indirectly have financial impact on the RDM/A. Screens various issues and advises Regional Controller on recommended actions for which authority is not delegated. i. Assures the financing and reporting procedures, which conform with USAID's financial and program reporting systems and with the requirements and limitations of U.S. Government and cooperating country laws and regulations, are fully considered and set forth in grant projects and contract agreements. j. Assists Strategic Objective teams with the development of improved financial management systems and procedures at project implementation units, with views towards better control and monitoring over projects. k. Assures that obligations, reservations, earmarks and commitment are approved from the standpoint of available funds through prevalidation techniques suitable to the needs of the program and provide necessary clearances on documents, as required. Participates in the planning, installation and maintenance of an adequate system of internal control for the processing, accounting and reporting of all USAID's obligation/liquidation actions. l. Participates in the analysis of the international cooperative administrative support services (ICASS) budget and serves as an alternate USAID member in the ICASS working group and assists the Regional Controller in coordination of all ICASS issues with mission management, including ICASS budget reviews. m. Coordinates implementation of the Management Control Program to conduct the RDM/A?s annual Internal Control Assessment. Identifies the appropriate accountability units and operating environment within the Mission. Conducts or leads in the assessment of risks, development of control techniques, and review of management controls and ensures compliance with reporting requirements. n. Evaluates the USAID/Cambodia Regional Controller's office administrative and operating procedures pertain to the RDM/A financial management operations. Based on such evaluations, makes recommendations as deemed appropriate which would improve the accounting and administrative systems and controls. Assists in the implementation of any recommendations resulting from such evaluation as approved by the Regional Controller. o. Perform other financial management related duties as may be required and assigned by the Regional Controller or his/her designee, and will assist in providing the full range of financial management advisory services and operational support to the RDM/A and bilateral programs in Thailand, Vietnam, Laos, Burma, and China. 9. Education, Training, and Experience required for the Position: To address and carry out effectively the range of duties and responsibilities above, the incumbent shall possess the following: a. Education Required: A Bachelor of Science/Arts or equivalent level in accounting, finance or business administration, or its equivalent, or a CPA certificate. b. Work Experience: From 5 to 10 years of progressively responsible experience in a Controller Office including the operating of MACS/MACSTRAX and automated disbursing systems through FSC or the U. S. Treasury. Must exhibit a thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted practices of governmental and business financial accounting budgeting and reporting is required. A thorough, knowledge of laws, regulations and procedures associated with USAID financial management is also required. An understanding of how USAID projects are designed developed, implemented and evaluated is essential. c. Language Proficiency: Excellent English communication skills, both orally and in writing, are required. Must have the ability to present analysis and recommendations in clear written and oral formats. d. Knowledge - Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as the principles and accepted procedures of U.S. governmental and business financial accounting, budgeting and reporting is required. A thorough knowledge of laws, regulations and procedures associated with USAID financial management is also required. Must also have a thorough understanding of USAID project planning and implementation procedures and of USAID organization and operations in general. Must have the ability to perform in a team spirit and to maintain cordial and professional relationships with USAID, Host Government, NGO and Contractor personnel. Ability to perform sophisticated analysis of management controls and capabilities of partner/beneficiary organizations is required. Must be skilled in the use of computer based analytical programs and the USAID data management systems. Position requires a high level of independent judgment with regard to USAID?s financial management policies and regulations. e. Skills and Abilities - A high level of analytical skill and sound judgment is required. Must be able to compile and present a great deal of detailed information in a concise and fully professional manner. Must be capable of supervising local national accountants and other staff such as accounting technicians, voucher examiners, cashiers, and of directing and coordinating the various elements of a complex accounting operation. Must be able to maintain effective working relations with American personnel in USAID and other U.S. Government agencies at post, host country officials, local banks, credit institutions, and local business organizations. Must have excellent interpersonal and training skills, and genuine interest in developing the abilities of FSN staff in the office. High degree of professionalism, discretion, and sound judgment in representing the USG are essential elements of the position. 10. POSITION ELEMENTS: a. Supervision Received: Duties are carried out largely independently, but under the general supervision of the USAID/Cambodia Regional Controller. Supervision at this level is normally confined to policy guidance although some technical supervision may be provided. The incumbent is expected to be independently responsible for their assigned operations. Supervisory review consists of ensuring that work is accomplished in a timely manner and in accordance with USAID policies. Employees may request supervisory review of special operations which appear to set precedents, run counter to policy, or to be of a uniquely complex nature. b. Available Guidelines: Automated Directive System (ADS), USAID Handbooks, FAM, Standardized Regulations, and other directives regarding financial management that pertain to USAID. c. Exercise of Judgment: Employee must exercise judgment in dealing with individuals within and outside the Mission prioritizing work demands and assuring that transactions processed are valid and correct. d. Authority to Make Commitments: Certifies funds availability. e. Nature, Level, and Purpose of Contacts: Contacts with all levels of USAID officers and employees, vendors, grantees, contractors and Bangkok Financial Services Center (BFSC). Maintains a good working relationship with the U.S. Embassy B&F personnel. f. Supervision Exercised: This position is supervisory in nature but its classification to this level is not entirely dependent upon the supervision exercised. 11. Selection Process: After the closing date for receipt of applications, a committee will be convened to review applications and evaluate them in accord with the evaluation criteria. Applications from candidates which do not meet the required selection criteria will not be scored. As part of the selection process, finalist candidates may be interviewed either in person or by telephone at USAID?s discretion. Reference checks will be made only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant?s cover letter, and USAID will delay such reference check pending communication with the applicant. Only finalists will be contacted by USAID with respect to their applications. The final selected candidates must obtain security and medical clearances (USAID will provide details regarding these clearances to the selected candidates).
