Description
S-LC04-02490 DESIGN AND FABRICATION OF TRAVELING EXHIBIT BOOTH AND CRATING. The Office of Strategic Initiatives (OSI) is committed to the Library of Congress? mission in the digital environment and its ability to effectively present information on the evolution and application of information technologies, state-of-the-art digital solutions, and provide advice on strategic direction and technology investment options to external stakeholders. OSI requires the design and fabrication of a new exhibition booth, and wishes to debut the new booth at the National Council for the Social Studies Conference, November of 2004 in Baltimore, MD. C.2 SCOPE OF WORK The LOC/OSI has a requirement for fully integrated services incorporating exhibit design, architecture, graphic imagery, and production. To provide the comprehensive design and fabrication of a traveling exhibit booth and its components including graphic design, presentation, and shipping crates in accordance with the specifications, terms and conditions. The contractor shall provide innovative design options for durable, lightweight, flexible, commercially available, modular exhibitry utilizing a simple, modern, inviting, and identifiable design. Modifications that reflect the stately beauty and unique architecture of the Library of Congress? Thomas Jefferson Building are also required. The contractor shall provide the comprehensive design and fabrication of a traveling exhibit booth and its components including graphic design, presentation, and shipping crates. The booth shall function in a 20? x 20? space when fully set up. Installation options for the 20? x 20? unit shall include a partial setup not to exceed a 10? x 20?, and a piece setup not to exceed 10? x 10?. It is currently anticipated that the exhibit booth (full or in part) will travel approximately twelve (6-8) times annually. C.3 REQUIREMENTS All work and materials shall conform to the ALA (American Library Association) exhibition standards. (See Attachment A, Section J). Other applicable requirements of Federal, local or industrial codes, standards, and regulations governing the construction and utilization of a traveling exhibit booth and its components shall also apply. C.3.1 The Physical Structure For purposes of this solicitation, the required booth configurations are defined in accordance with typical exhibition rental areas or floor space as follows: 20? x 20? ? full setup 20? x 10? ? partial setup 10? x 10? ? piece setup The overall size of each of the configurations above shall not exceed the specified dimensions. The booth components and shipping crates shall be designed to satisfy both the physical requirements of frequent travel and use, as well as, aesthetic demands. The entire booth and components (20? x 20?), with crating shall not exceed approximately 6,000 lbs. And shall be easily assembled. Set up time for full booth shall not exceed more than four (4) hours when three (3) laborers are utilized; set up time for partial booth shall not exceed two (2) hours when three (3) laborers are utilized, and set up for the piece unit modules shall not require skilled labor, but be readily capable of being set up by able bodied Library staff. C.3.2 Booth Configurations and Attributes The exhibit booth shall be designed and fabricated to incorporate the following attributes: C.3.2.1 The full-booth setup (20? x 20?) shall include a unifying piece with identifiable modular specialty units for OSI exhibitors. The unifying piece shall also serve as storage space (the equivalent of approximately 25 cubic feet) for promotional materials and personal effects. C.3.2.2 Interchangeable graphic panels or sheets are required for identifying the various OSI service units i.e. Digital Preservation (NDIIPP), Educational Outreach, Information Technology services (ITS) and the Integrated Web Services. C.3.2.3 The 20?x 20? and the 10? x 20? configurations shall include a theater area with seating for eight (8) and framework which shall permanently support a 50? plasma screen. Attractive supports for accompanying projector and VCR shall also be included. C.3.2.4 A meeting and/or consultation area that will accommodate a table and two chairs shall be included in the full setup (20? x 20?) configurations. C.3.2.5 A shared printer station shall be conveniently located for accessibility in the full setup (20? x 20?) configuration. C.3.2.6 One area for display of printed materials and an attractive way to make sets of rolled up posters available is required in the full setup (20? x 20?) and partial setup (10? x 20?) configurations. C.3.2.7 Overall creative, enhanced lighting is required for the full and partial booth setups, as well as, the individual modular piece setups. C.3.2.8 Printed materials displaying fixtures and storage system components are required for all booth configurations. C.3.2.9 Each of the modular unit piece setups shall have the capability to stand alone, as well as, to be attractively integrated into the larger whole. Each unit shall also be equipped with lighting, approximately three (3) cubic feet of storage and fixtures to support a desktop CPU, flat screen 18? monitor (wall mounted or desktop) and accessories for displaying approximately three (3) reams of the 8? x 12? promotional brochure ?America?s Online Educational Library? and rolled up posters. C.3.2.10 All booth configurations shall be ADA compliant. C.3.2.11 Security considerations for equipment listed in C. 4, e.g. locking storage areas. C.3.3 Diversity The booth components shall be as diverse as possible so as to be easily moved and reorganized into different grouping options. A minimum of three different options for each of the three (3) configurations (10? x 10?, 10? x 20? and 20? x 20?) for a total of nine (9) shall be available. Full written instructions/documentation shall be provided for all configurations. C.3.4 Accommodations for Library Provided Equipment All exhibit booth configurations shall include accommodations for all Library equipment to be used in the exhibit booth. Following is a listing of all equipment which will be separately purchased by the Library. (see Attachment B, Section J for a list of actual systems and machines. It is understood that the Library is expected to substitute more advanced technologies wherever appropriate and feasible) 3 desktop computers 3 flat panel monitors 1 projector ? high lumens 1 VCR 1 color printer 1 plasma screen When needed, this equipment will be transported separately by the Library or rented, thus shall not be included in the exhibit booth weight or crating requirements. C.3.5 Thematic layout A thematic layout for the various booth configurations that shows spatial considerations and traffic flow shall be developed. C.3.6 Graphics Design A thematic, comprehensive graphics package that embodies the spirit of the Library of Congress yet distinguishes each of the Library exhibitors (see C.3.2.2) shall be developed. The graphics requirements shall include the creation, design, typography, color, and related concerns for the production of graphics and labels. Developing the content, writing, and final editing of all text and, when available, existing divisional graphics for integration shall be the responsibility of the Library. However, the contractor shall participate in determining the different levels of information to be presented and shall be responsible for the final design and integration of all labels and graphics into the booth. C.4 WARRANTY The contractor shall warrant all work and materials to be in full and complete accordance with the contract documents and specifications, and that all materials are free from any and all defects and imperfections, and fully meet the manufacturer?s published performance criteria for that, shall any defect develop or appear which was not caused by improper use, the contractor shall promptly, upon demand, fully correct, substitute and make good such defective material without any cost to the Government and shall save the Government harmless against any claim, demand, lost or damage by reason of any breach of this warranty. The period of this warrant shall commence on the date on which the Library accepts the exhibit and crating. The period of warranty shall last twelve (12) months. C.5 DELIVERABLES C.5.1 Preliminary Planning Meeting The contractor shall meet with the COTR (Contracting Officer?s Technical Representative) and other Library personnel within ten (10) calendar days after contract award to review and discuss the goals, scheduling, deadlines and other special requirements for the exhibit booth. Existing Library exhibitor graphics for incorporation into the overall thematic scheme will be provided to the contractor. The contractor shall gain a thorough understanding of the mission and goals of the Library to finalize the conceptual framework for the booth. C.5.2 Progress Reports Throughout the production phases, the contractor shall provide weekly written progress reports. C.5.3 Comprehensive Booth Design Concept A draft of the final comprehensive booth design concept in various configurations (3 each for a total of 9) with thematic layout and a comprehensive graphics package is required no more than fifteen (15) calendar days after the preliminary planning meeting and shall include the following: 1. Lighting/Electrical Requirements 2. Fabrication Requirements/Dimensions/Materials 3. Ease of Assembly Provision 4. Graphics/Typography/Textures/Colors/Fabrics 5. Quality Assurance Provisions 6. Physical Security Requirements C.5.4 Fabrication Fabrication shall begin upon final acceptance by the Library of the comprehensive booth design concept. During the fabrication and construction phases, the contractor shall build the booth, provide reviews of progress toward completion of the project to ensure all requirements are achieved, trouble shoot problems as they arise, and make final adjustments as necessary to complete the project in a satisfactory and timely manner. C.5.5 Completion of the Exhibit Booth and Crating The final deliverable, the exhibit booth, crating and written documentation, shall be completed no later than October 2004. The COTR shall be notified and will preliminarily inspect the exhibit booth and all components at the contractor?s facilities prior to the packing and shipment of the exhibit booth for arrival no later than 5:00 pm October 15, 2004, in preparation for exhibition at the National Council for the Social Studies Conference, November of 2004 in Baltimore, MD. (See F.4) The contractor shall also provide a representative knowledgeable in the aspects of the exhibit booth assembly and disassembly to provide direction as necessary to laborers during setup on November 17 and November 21 at the Baltimore site. Final acceptance of the exhibit booth by the library will take place after the exhibit booth has been fully assembled.
