- ?This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.? The Naval Undersea Warfare Center Division Newport intends to award a sole source contract to Chatsworth Data Corporation, Chatsworth, CA for the procurement of the following: 1 ea. P/N 400PC CableMaster; 1 ea. P/N 894040 Calibration Plug; and 1 ea. Special Grounding. This item is used to perform critical electrical test for both prior-to-use validity and failure mitigation on electrical umbilical cables used as part of the TOMAHAWK Torpedo Tube-Launched (TTL) All-Up-Round and has been used since the inception of the program. Its calibration plug allows for in-house calibration of the unit. This device is proprietary to Chatsworth. It is sole source because the CableMaster 400PC is the only electrical tester that has the capability to interface with the J29 connector ? a proprietary design of ITT Cannon. The J29 connector is an integral component of the TOMAHAWK TTL Electrical Umbilical Cable. The solicitation is not expected to be released before July 30, 2004. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive proposal.
