Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. CD's will be issued to prime contractors and plan rooms on a first come first serve basis with only fifty (50) CD's being issued. Description of Work: Construct range facility to include infant ry moving targets, armor emplacements, armor moving targets, mortar simulation devices, infantry hostile fire simulation devices, machine gun bankers, observation bunker, trenches and access roads. Additional facilities to be constructed include a control tower, latrines, and various administrative facilities. Electric service, storm drainage, and erosion control is required throughout the project site. The project will be solicited and procured using a Past Performance, Price, Tradeoff (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. The technical proposal will be evaluated utilizing the factor set forth below. Factor 1-1: Offeror Past Performance. Past performance will be reviewed and rated on a GO or NO-GO basis. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that whil e the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Estimated Cost Range is from $1,000,000 to $5,000,000. This solicitation is issued on an unrestricted basis pursuant to t he *Business Opportunity Development Reform Act of 1988* (Public Law 100-656). This solicitation will be issued in electronic format only and will also be available on or about August 13, 2004 on the internet at https://ebs.sas.usace.army.mil/ Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the contractor's responsibility to check the Internet address provided below as necessary for any posted changes to this s olicitation and all amendments.
