- Primary Point of Contact for this project is Art Tuttlebee, Contract Specialist, 817.886.1057. This project includes 600,000 CY excavation of soil, 500,000 CY rock, and 750,000 CY municipal landfill material for flood water conveyance. The project includes construct of four wetland cells; two slurry walls with membrane liner over disturbed landfill area; add pump to pump house and extension of 16 inch waterline to wetland cells; 250 ft of 36 inch culvert pipe and 55 ft of 18 inch culvert pipe, and open channel grading with water control structures within each wetland cell; and turfing of all disturb ed areas. This contract action will be subject to the availability of funds. It is the intent of the Government to award one contract using full and open competition from among all responsible, responsive offers received providing award can be made at a fa ir market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their offer is not more than 10 percent above the lowest large b usiness concerns price. Estimated duration of the contract is 900 days. The plans and specifications, when available will be posted on the Internet and available on CD-ROM. Plans and specifications will not be available in paper format. Notification of ame ndments will be made only through the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view our web site daily for amendments to the solicitation. The North American Industrial Classification System (NAI CS) code applicable to this project is 237990, Other Heavy and Civil Engineering Construction. Small Business Standard is $28.5 million. The construction project price range is $25,000,000 to $50,000,000. The solicitation is tentatively scheduled to issue on or about 10 August 2004 with a proposal due date of on or about 09 September 2004. Offerors shall register themselves on the Internet to receive amendment notices. The Corps of Engineers accepts bids from Prime Contractors only. Subcontractors and suppliers can also register on the plan holders list as at the same web address. Offerors (Prime Contractors) must be registered with the Central Contractor Registration (CCR), in order to receive a government contract award.
