- 311 HSW/YA will be issuing a Request for Proposal (RFP) on Structural Upgrade (SU) retrofit kits (kit number 1680K1300849A MH) for USAF F-16 A/B models, Navy, and European Pacific Air Force/Foreign Military Sales F-16 users. We anticipate awarding a three-year requirements contract, with two-one year options. There is a first article Government Testing with conditions for waiver requirement. Two first article samples shall be required (one for government dimensional/material verification and one for initial government installation/kit proofing). Best Estimated Quantity (BEQ) is 1251 each, 1st Option Year BEQ is 167 each, and 2nd Option Year BEQ is 166 each. First Article delivery shall be 90 days after award of contract and production delivery schedule is 180 following approval of First Article. Ship To Destination: USAF (base year) and Foreign Military Sales (option years). The SU kits shall be manufactured/assembled in accordance with the Statement of Work (kit drawing 1847-052-01/(CAGE 51998)). This is an Export Control item and interested parties must be Export Control certified. The only US contractors who may participate are those that are certified and registered with DLSC (1-800-352-3572) and have a legitimate business purpose. US contractors must submit a copy of their current, approved, DD Form 2345 with their request for solicitation. To request this certification, write to the Commander, Defense Logistics Services Center, ATTN: DLSC-FEB, Federal Center, Battle Creek MI 49017-3084 and request a copy of Department of Defense Form 2345 or call DLSC at the above number. DD Form 2345 may also be downloaded from the Defense Logistics Information Service website at http://www.dlis.dla.mil/JCP/. The solicitation/data package will be mailed (or emailed) to the data custodian identified in block 3 of the DD Form 2345. The selected contractor shall manufacture/assemble the parts, package and distribute the Time Compliance Technical Order (TCTO) kit IAW kit drawing 1847-052-01/(CAGE 51998). Individual parts, components, and hardware shall be bagged separately and labeled. For consistency/repeatability, all machined parts shall be manufactured using computer Numerically Controlled (NC) machinery. One hard copy of the TCTO instructions (single copy of TCTO 13A5-56-560 to be provided by the USAF) shall be included in each kit as well. NOTE: ALL OFFERORS MUST BE REGISTED IN THE CENTRAL CONTRACTOR REGISTRY (CCR) PRIOR TO RECEIVING ANY AWARD.
