Description
**Note: Previously this annoucement was posted as a sole source requirement. The proposed acquisition is now UNRESTRICTED, FULL and OPEN competition.** This is a combined synopsis/solicitation for a Spectrophotometer, a commercial commodity to be procured for the Air Force Institute of Technology (AFIT), Wright-Patterson Air Force Base, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Responses shall be faxed to Ms Jacque Davis, 88 CONS/PKS, 937-257- 3936, or e-mailed to Jacqueline.Davis@wpafb.af.mil no later than THURSDAY, 5 AUGUST 2004, 12:30pm (EST). The solicitation number is FA8601-04-R-0020, North American Industry Classification System (NAICS) code 334516, Standard Industrial Classification (SIC) code 3826 (size standard 500 employees). The proposed acquisition is UNRESTRICTED, Full and Open Competition. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. No hard copies will be sent. This solicitation FA8601-04-R-0020 is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. Businesses providing quotes must comply with the Instructions to Offerors, FAR 52.212-1, at www.pixs.wpafb.af.mil, and also identify and address if they are a large, small, 8(a), woman owned, Hubzone, or otherwise classified as a small disadvantaged business in their responses. Quotes are being solicited on a brand name or equal, and all or none basis. A Firm Fixed Price type contract is anticipated with eight line items. The items being acquired are as follows: One (1) each of the following: Spectrophotometer Model Number Lambda 950 with UV Winlab V3, Perkin Elmer Instruments P/N NOL6020027 or equal Mains Lead USA 2M 125V, 16A, Perkin Elmer Instruments P/N 09991420 or equal Integrating Sphere, 60mm Perkin Elmer Instruments P/N L6020203 or equal Variable Angel Reflect Assembly, Perkin Elmer Instruments P/N B0137314 or equal Computer with XP, SP1, Dell GX270 or equal Cable PC to Printer, P/N 09410001 or equal HP Deskjet 5650 Inkjet Printer or equal 17 inch Multimedia monitor G70FMB CRT P/N 09404747 or equal Minimum system requirements are attached at www.pixs.wpafb.af.mil. Proposal packages shall include price proposal for delivery of proposed items to the Air Force Institute of Technology, Wright-Patterson Air Force Base, Ohio, 45433- 7765 (FOB Desination), best delivery date, a Technical Capabilities Package that includes descriptive literature to allow a complete evaluation of the equipment being offered to determine if it meets minimum requirements. A technical description of the items being offered must be submitted in sufficient detail to evaluate compliance with the minimum requirements. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT PROVIDED WITH THE PROPOSAL. If a Technical Capabilities Package was submitted in response to the Sole Source Announcement that was posted to this web site on 2 July 2004, you do not need to submit another.
