Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Purchase Request number is FH330041411600 as a Request for Quote using Simplified Acquisition Procedures. The solicitation document and incorporate provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-20 and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20040223. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition is for the purchase of the Protestant Religious Education Coordinator for the Maxwell AFB Chapel. This request is unfunded and will be awarded pending approval of funding. This acquisition is 100% set-aside for small business. The North American Industrial Classification System Code is 611710 with a small business size standard of $6,000,000.00. The following clauses and provisions are incorporated either by reference or full text and are to remain in full force in any resultant purchase order; FAR 52.212-1, Instructions to Offerors, Commercial Item (Jan 2004) applies to this acquisition. Submit signed and dated proposals on company letterhead. The Government will make an award to the lowest priced, responsible, contractor whose proposal conforms to the solicitation. The contractor must be registered in the Central Contractor Registration database. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Jan 2004) and DFARS 252.212-7000, Offeror Representations and Certifications?Commercial Items (Nov 1995) with the proposal. DFARS 252.212-7001, Contract Terms and Conditions required to implement statues or executive orders applicable to Defense Acquisitions of commercial items and 252.225-7001, Buy American Act. STATEMENT OF WORK: PROTESTANT RELIGIOUS EDUCATION COORDINATOR MAXWELL AFB, ALABAMA GENERAL DUTIES OUTLINE: The Protestant Religious Education Coordinator will be responsible for providing for the general coordination and enhancement of the Maxwell Air Force Base Protestant Religious Education (RE) Program (herein after called ?Program?), preschool through adult, advisor to Children?s Church and Youth Groups, Vacation Bible School, and other special programs and social functions. Services and duties are to include, but are not limited to the following: CONTRACTOR SHALL: 1. Be able to perform the following as requested/required at Maxwell AFB: a. Hours: At least 80 hours per month are required to fulfill this contract of which 60 hours of services will be performed at Chapel facilities or other places where RE activities are held. This will include retreats on and off the base. (12 Units) b. Shall recruit, interview, and assign teachers and teacher aids for different grade levels of the Program. Shall maintain on computer a current data base/roster of RE staff to include: name, address, phone number, and other information as needed/required. c. Shall ensure a supply of substitute teachers and teacher aids are available in case the person normally assigned a given class is absent. d. Shall arrange for classrooms for the Program and assign them as needed. Acts as a liaison between the Chapel, school officials, or other organizations if there are any difficulties/conflicts. e. Shall ensure the coordination, set-up, take-down and security of all teaching aids, classrooms, audio-visual devices, equipment, supplies, and all items needed by teachers for their classes. f. Shall be available for assisting teachers in the development of their lesson plans. g. Shall be available on Sunday for all Maxwell Protestant RE Staff, parishioners, and chapel staff, to make sure that supplies and materials are available in a timely manner to those who need them. h. Shall develop an annual budget for the Program in conjunction with the RE Chaplain to be submitted to the Senior Protestant Chaplain for Wing Ministries NLT 1 August. Will develop an appropriated unfunded list for the Program in conjunction with the RE Chaplain to be submitted to the Senior Protestant Chaplain for Wing Ministries NLT 1 September. Will monitor/track all funds spent on the Program to account for what they were spent on and how monies were spent. i. Shall ensure all literature, supplies, equipment, etc. needed for the Program is ordered in a timely manner (at least one month in advance), using a chapel funds request. Shall ensure that the request is properly filled out before submitting it to the RE Chaplain. j. Shall ensure the written completion of attendance and statistical records required for the Program are submitted weekly to the RE Chaplain and appropriate chapel staff members. k. Shall develop, coordinate and prepare the annual Program calendar, in coordination with the RE Chaplain. l. Shall develop, coordinate and prepare the annual Program handbook, if needed, in coordination with the RE Chaplain. m. Shall coordinate and be present at all Program-related activities, including socials and functions to include the annual Sunday School Christmas Program if required. n. Shall ensure the development, presentation, and continuance of, at a minimum, semi-annual teacher training sessions, one in Fall and one in Spring. This shall be coordinated in advance with the RE Chaplain. o. Shall attend all Combined Protestant Parish Council Meetings (CPAC) when held, and present a report on the status of the Program and answer any questions. p. Shall develop, coordinate and lead a Vacation Bible School. May be required to do a joint VBS in concert with the Catholic Religious Education Coordinator. q. Shall be responsible for ensuring all money (if any money is collected for a Program) is properly handled and accounted for in accordance with Air Force Instructions and Chapel Operating Instructions. Shall be responsible for securing all money pouches for offerings taken at Sunday School events. r. Shall provide a substitute(s) of equal or higher proficiency in his/her absence. All substitutes must be suitable to the RE Chaplain and approved five working days in advance. s. Shall inventory all Religious Education curriculum orders and report the results of inventory to the Chaplain Fund custodian in writing. t. Shall visit each Sunday School class at once a month or as requested by teachers needing assistance. Shall maintain visibility throughout the entire Protestant RE Program by being present at special programs and social functions. u. Shall adhere to, abide by, and comply with all Federal, State, and local laws/regulations as well as any applicable Air Force Instructions and Chapel Operating Instructions. v. Shall possess and demonstrate the ability to work cooperatively with chapel staff, other RE coordinators, RE teachers, volunteers, and members of other faith groups for ecumenical and inter-faith activities. w. Shall plan events and consider ways to honor and recognize the volunteer staff during the year. x. Shall be responsible for unlocking facilities before classes and any events/activities and for securing them afterwards. Shall ensure that all required equipment is set-up before classes and any events/activities are put away afterwards. Shall ensure facilities are left in a clean, neat, and orderly manner after completion of classes and any events/activities. y. Shall be responsible for turning on the sound system (if required) and ensuring that the settings for the sound system are set at appropriate levels. Shall ensure that the sound system is turned off and secured when finished. z. Shall complete a chapel facility request to schedule each RE activity to be held in chapel facilities. SPECIFIC RESPONSIBILITIES a. Shall arrive at least one-half hour prior to the beginning of classes or events/activities. b. Shall keep an updated file of all audio-visual resources to include location, make, model number and serial number. c. Shall hold periodic planning meetings with the RE Committee or when requested by the RE Chaplain. d. Shall maintain a stock of expendable supplies and procure supplies as needed to carry on the RE program. e. Shall maintain the Protestant RE office and storage room/areas in a neat and presentable manner. The Protestant RE Chaplain will determine what is neat and presentable. f. Shall ensure absentee cards are sent to registered students missing two consecutive classes and send welcome/orientation letter to new enrollees. g. Shall submit all RE reproduction needs (publicity, bulletins, and newsletters) two weeks in advance to the RE Chaplain. h. Shall be responsible for ensuring all RE volunteers are aware of local safety requirements and procedures. i. Shall maintain office hours of at least fifteen hours per week in chapel facilities. k. Shall submit AFTER Action Reports for major RE programs (e.g., Fall Festival, VBS, etc.) in a timely manner. l. Shall develop a Continuity Binder for present and future support of records, ideas, etc. m. Contractor shall submit invoices to 42 ABW/HC ATTN: Resource Advisor no later than seven (7) days after the completion of unit of work. REQUIREMENTS/QUALIFICATIONS a. Shall possess a bachelor degree in Education or its equivalent from an accredited college, university, or Bible college, and/or two years experience coordinating a base Protestant Religious Education program or the civilian equivalent. Strong preference will be given to those with experience in military chaplain service religious education programs. b. Shall provide references for evidence of: (1) Record of successful recruitment/motivation of a volunteer RE Staff. (2) Record of effective communication and a good working relationship with parents and students of an RE Program as well as with the chaplain and/or parish staff. (3) Record of satisfactory performance in past RE Coordinator-type jobs/positions. c. Shall show a creative vision for short-range and long-term growth and development of the Program. d. Shall demonstrate enthusiasm in their approach to RE ministry. e. Shall be able to meet with RE c\Chaplain on a weekly basis or as needed to coordinate upcoming events/activities. e. Shall be willing to work flexible hours due to possible variances of schedule or special events/activities. f. Shall be able to attend teacher training and related workshops as opportunities arise. g. Shall be able to clearly express the details of basic Christian doctrine. h. Shall furnish a resume including academic and work-related references.
