Description
The Office of the Chief Procurement intends to procure a training course that explains FTE allocation methodologies and calculations of FTE utilization rates and explains the TEAM Reports and Allocation modules. Period of performance will be 12 months from effective date of contract. The Contractor must have the capacity to instruct the FTE Management training course, as scheduled, while simultaneously developing and designing the TEAM Reports & Allocation Training course. The Contractor shall be required to have a working knowledge of and experience in the FTE management process. Experience is defined as having actual hands-on experience in developing and instructing a training course related to the Federal budgeting process and FTE management. In addition, the Contractor shall be required to have experience in developing, designing, instructing, and evaluating, participant?s training materials, instructor?s training guide, case studies, exercises, and visual supports. The Contractor shall also be required to conduct an in-depth review and analysis of FTE allocation methodologies, TEAM Reports, TEAM Allocation Module?s procedures and office linkage structure, the responsibilities and linkage of key players in the allocation process, current HUD handbooks, notices, and guides. This solicitation is set-aside for SMALL BUSINESS. The North American Industry Classification Code (NAICS) is 611430 with a size standard of $6 million dollars average annual receipts for past three years. The Request for Proposal (RFP) will be made available on or after August 12, 2004. Telephone and email requests will not be accepted. The solicitation will be available for download no earlier than 15 days after this Notice is published in FedBizOpps. This Notice and the complete solicitation will be posted on HUD?s Internet Home Page Contracting Opportunities site at http://www.hud.gov/offices/cpo/contract.cfm. Potential offerors who download copies of solicitations from HUD's Home Page will NOT automatically receive any amendments to those solicitations. You are advised to check back frequently to see if HUD has issued any amendments to solicitations you have obtained. All amendments will be posted on, and may be downloaded from, HUD's Contracting Opportunities website.
