Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Treatment, (CSAT), through the Division of Acquisition Management (DAM), Program Support Center(PSC), plans to award a 12 month sole source contract using simplified acquisition procedures, to The Federation Of Families for Children?s Mental Health, 1101 King Street Suite 420, Alexandria VA 22314. The anticipated date of award is August 19, 2004. The goal of this project is to enhance the capacity of the 150 family run organizations engaged with the Federation for Children?s Mental Health to conduct outreach and education for families with young children about the prevention of mental and behavioral disorders and the promotion of mental health. The Contractor shall perform the following tasks: Adapt and repackage materials already developed and disseminated by SAMHSA on ? How to Prevent Mental and Behavioral Disorders. Promote and disseminate information to families on the models and promising practices developed by SAMHSA?s National Registry of Effective Prevention Programs (NREPP) Communicate and promote NREPP programs to family-run organizations focused on children mental health through conference calls, Federation Listserv mechanisms and by a pre-meetings at the annual Federation for Children?s Mental Health meeting; Educate families and organizations associated with families on the transformation of the mental health system Evaluate the success of the engagement of family members in knowledge and activities related to the prevention of mental and behavioral disorders and the promotion of mental health, resulting in a final report to the Government. Note: Whenever possible, to make the most efficient use of SAMHSA/CMHS time for review of written deliverables, the Contractor will e-mail them to the GPO. Final written deliverables will be provided on a 3.5 diskette or CDRW in Microsoft Word 2000 or later, as well as in five hard copies. All reports and other materials produced under this project shall be the property of the Federal government, which includes the Center for Mental Health Services (CMHS) and the Substance Abuse and Mental Health Services Administration (SAMHSA). print, and/or disseminate The contractor shall develop a Work Plan that includes specific tasks, personnel assigned to each task, and the completion dates of each task. The contractor shall review the Work Plan with the GPO, incorporate any necessary modifications suggested by the GPO, and obtain agreement from the GPO on the Work Plan. The Contractor shall adapt materials already developed and disseminated by SAMHSA on ? How to Promote Resilience and Mental Health in Your Children.? The Contractor may repackage these materials in such a way as to appeal to family members. The Contractor shall develop materials describing mental health transformation and how families can participate and benefit from transformation. The contractor shall include information on the model and promising practices developed by SAMHSA?s National Registry of Effective Prevention Programs (NREPP) that have been determined to prevent mental and behavioral disorders and promote mental health. The contractor shall disseminate materials on NREPP and mental health transformation to family-run organizations focused on children mental health through conference calls, the Federation Listserv mechanism and by three (3) regional and one pre-meeting at the annual Federation for Children?s Mental Health meeting. The contractor shall be responsible for engaging a Prevention Expert on each of the three (3) scheduled conference calls and at each meeting. The contractor shall ask for feedback from family members in terms of the utility of information disseminated by the Federation of Families. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
