Description
The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the Program Support Center, plans to award a 10-month sole source simplified, fixed price acquisition to National Association of State Medicaid Directors, 810 First St., NW Suite 500, Washington, DC 20002. The purpose of this requirement is to support educational efforts for State Medicaid authorities around issues specific to mental health services, and to obtain recommendations from State Medicaid authorities concerning activities to promote evidence-based practices for psychotropic prescription practices and services for the treatment of schizophrenia. Task 1. The offeror shall meet with the GPO to discuss understanding of the objectives and tasks to be undertaken under this contract. Task 2. Using organizational information and recommendations provided by key informants in NASMD, the contractor shall identify priority MH issues of interest to State Medicaid agencies and assess awareness of Medicaid?s influence and role in State-supported mental health services. The Contractor shall submit a summary of this information, and identify topics to be addressed in providing education and technical assistance activities to State agencies. In developing this information, the Contractor shall consult with the National Association of State Mental Health Directors (NASMHPD) to identify issues affecting the roles and relationships of mental health and Medicaid agencies. Task 3. Based on the work completed under Task 2, develop a plenary session and 2 workshops for the Fall 2004 NASMD meeting. Contractor shall be responsible for identifying topics and speakers, providing for travel and other presentation-related expenses, and reproducing and distributing supportive information or materials to conference attendees. Following these presentations, the contractor shall provide a brief summary of their content and an assessment of their effectiveness by attendees. Task 4. The Contractor shall conduct a one-day meeting of state Medicaid officials and others to identify issues in the delivery of quality and evidence-based practices concerning psychotropic drug prescriptions, and services for the treatment of schizophrenia. The meeting shall consist of no more than 15 participants, including Contractor and federal staff, and shall include representatives of State Medicaid agencies, researchers, NASMHPD, the National Alliance for the Mentally Ill, the American Psychiatric Association, and the Centers for Medicare and Medicaid Services. Specific participants for the meeting shall be developed in consultation with the GPO. The Contractor shall be responsible for all aspects and expenses of the meeting, including logistics, agenda, participant travel and preparation. Following the meeting, the Contractor shall prepare a ten-page summary, which shall include specific recommendations as to actions that NASMD and or SAMHSA could take to monitor and improve the quality of psychotropic drug prescribing in State Medicaid programs. Task 5.Following completion of the previous tasks, the Contractor shall submit a 5-page report summarizing work under this contract, and making recommendations to SAMHSA concerning additional activities to assist State Medicaid authorities in improving mental health services for Medicaid beneficiaries. The Contractor shall: 1. Meet with GPO and deliver a report on education/TA needs (Tasks 1& 2) 2. Provide plenary and workshop sessions at Fall 2004 conference (Task 3) 3. Plan, conduct, and provide summary of meeting on improving psychotropic drug practices and treatment of schizophrenia (Task 4) THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THE NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITIONS BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. NO SOLICITATION IS AVAILABLE.
