Description
The Division of Microbiology and Infectious Disease (DMID), of the National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH) intends to negotiate with American Type Culture Collection (ATCC) under the Authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1(b)(1)(i), Unique Capabilities, for a multiple-year contract. Under contract N01-AI-85355, the NIH Malaria Research and Reference Reagent Repository, ATCC is providing a central source of quality controlled malaria-related reagents and information to the United States and the international malaria research community. The current contract is scheduled to expire on September 29, 2005. A Market Search was conducted on May 5, 2004 (posted in the FedBizOpps) for potential sources. Only the incumbent responded. The proposed contract will permit ATCC to continue providing ongoing support for the immediate needs of the malaria research community. DMID has determined that ATCC is the only source to satisfy agency requirements to avoid unacceptable delays in providing this support. There is significant research and development associated with this requirement that involves highly specialized experience and requires handling of material that is potentially infectious/biohazardous in nature. Additional expertise is required to ensure experience and compliance with all U.S. and foreign regulations and requirements for the handling and shipping of biological materials. ATCC is uniquely qualified to continue to fulfill these requirements by virtue of their performance under the current contract. If this contract were awarded to another contractor, the consequences would mean an interruption and/or inconsistency in the ability to provide these resources to the scientific community. Therefore, no other service will satisfy the Agency requirements. If there are responsible sources who feel that they are able to perform the requirement, they must respond by submitting the information required by Numbered Note 22 on/before the closing date noted in this announcement. Organizations that submit capability statements in response to this announcement must demonstrate their ability to assume the work without unnecessary delay and duplication of cost and effort. See Numbered Notes 22 and 26. No collect calls will be accepted.
