Description
The National Institute of Standards and Technology (NIST), has a requirement for one (1) laboratory scale, High Resolution, Small Angle, X-Ray Scattering System. The X-ray system shall be capable of quantifying the dimensions of patterns with a 200 nm pitch period printed on a 1mm thick silicon wafer. The Required capabilities of the system are to detect and to measure both the position and the shape of diffraction peaks from patterned samples, including an angular range that covers more than 10 orders of diffraction from samples with periodicities varying from (10 to 200) nm. The system shall consist of an X-ray source, an X-Ray detector, a Goniometer, and operation software, five (5) meters vacuum path, adjustable apertures, and a sample stage. The system shall be capable of resolving a line-grating sample provided by NIST with 200 nm repeat printed on 1 mm thick silicon wafer. Diffraction peaks up to the fifth or greater order should be resolved without any overlap. The demonstration of the above requirement can be made with either the step scan system or the 2D system, preferably from both. The hardware of the system, both the step scan system and 2D detection system, is capable of uninterrupted data collection from a command file. Prior to shipment of instrument, test results of the aforementioned NIST test sample shall be evaluated and approved by NIST scientists. Test results shall also be available after installation before the instrument is accepted by NIST. The system should be expandable for the use of copper K alpha wavelength with the addition of a copper x-ray tube or target and a detector optimized for copper x-ray detection. The entire system must comply with the Maryland Regulation COMAR 26.12.01.01, in terms of maximum leakage radiation, radiation warning, safety interlock and operations in general. ***This equipment, which is classified as commercial equipment, will be competed using Simplified Acquisition Procedures under Authority of FAR part 12 and subpart 13.5 Test Program. ***The period of performance shall be nine (9) months after date of award. ***FOB shall be DESTINATION, Gaithersburg, MD. ***The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible Parties may submit a quote. ***The competitive Solicitation, specifications, amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under Solicitation Number SB1341-04-Q-0759. ***The Solicitation is anticipated for release to the vendor community on or about July 28, 2004, and will only be available via the Internet at the above web site. ***Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant contract. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
